Org. Setting and Reporting This position is located within the United Nations Assistance Mission in Somalia (UNSOM). The Senior Public Information Officer will be based in Mogadishu. The incumbent will report to the Chief of Strategic Communications and Public Affairs Group (SCPAG).

Responsibilities Within delegated authority, the Senior Public Information Officer will be responsible for the following duties: -Under the supervision of the Chief of SCPAG, assists with the conceptualization, design and execution of the Mission’s integrated communication strategy, including its evaluation and regular updating, covering the Mission’s internal and external strategic communications activities; -Serves as deputy spokesperson for the public information strategy, programme and activities for UNSOM; assists with the holding and giving of press briefings, background briefings and interviews to national and international media; drafts and/or edits and issues press releases, official statements and communication materials on behalf of the mission as necessary; -Interacts with local, regional and international media and establishes and maintains cooperative relationships; -Oversees a regular system of media monitoring and bulletins to meet the needs of the Head of Mission and senior leadership; -Advises Mission leadership, senior staff and other personnel on strategic communications matters; -Consults with and provides UN Headquarters communications entities with regular updates on mission activities; -Uses data-driven tools and techniques to monitor and test efficacy of messaging, making adjustments to be responsive to stakeholders and public opinion; -Under the supervision of the Chief of SCPAG, assists with the development and implementation of crisis communications activities; -Oversees the Mission’s social media presence and leads digital media campaigns to enhance public outreach and engagement activities using a range of digital media platforms and leveraging emerging technologies and trends; -Under the supervision of the Chief of SCPAG, formulates and updates the substantive work programme of the public information component of the mission, coordinates with various Mission components, and with UN agencies, funds and programmes and partners, as appropriate; -Ensures regular, timely and professional communications on all traditional and digital media platforms. Provides pertinent communications advice and input for Mission leadership interactions with all key stakeholders, such as non-governmental and civil society organizations; -Oversees public information outputs to ensure they meet high-quality standards, in accordance with UN policy objectives and rules and regulations, and are evaluated on a regular basis for their effectiveness. -Maintains regular interactions and consults with public information personnel at UNHQ; -Manages, guides, develops and trains staff under his/her supervision; participates in hiring process from approving terms of reference to selection of appropriate experts or consultants; -Other related duties that may be assigned.

Education Advanced university degree (Master's degree or equivalent) in communications, journalism, international relations, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in strategic communications and public information, journalism or related area is required. Experience in managing multidisciplinary media teams is required. Experience as a spokesperson is required. Work experience in a conflict or post-conflict field mission mounted by the United Nations common system, national or international NGOs, regional organizations is desirable. Experience working closely with UN Communications Groups is desirable. Experience in managing multilingual social media platforms and effectively engaging audiences is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required.
