General Background

Private Sector Partnership Service (PSP) sits in UNHCR's Division of External Relations and is responsible for raising resources for the organization from two sources; Individual Giving (general public) and Leadership Giving (Corporations, Foundations, and Private Philanthropists).

The Senior PSP Assistant (F2F) will work as part the PSP MENA Face to Face team comprised of 30+ face to face frontliners, managing the program as part of the Individual Giving team.

The objective of this position within UNHCR Private Sector Partnerships (PSP team) in Dubai is to maintain & develop HR, admin policies to benefit our expanding team of F2F.

The incumbent receives regular guidance and instructions from the supervisor on successive steps. S/he may liaise with other internal or external entities on routine matters and on more complex subjects upon specific instructions of the supervisor.

Purpose and Scope of Assignment The individual contractor will assist in the following: - Lead and facilitate the entire hiring process for new F2F staff, including oversight of the recruitment process, timely advertisement, and obtaining necessary approvals. - Onboarding: organizing and overseeing all legal paperwork required to onboard candidates i.e., contracts - Monitor and evaluate the performance of the recruiting agency, as well as ensuring that it aligns with UNHCR policies and regulation. - Act as the point of contact regarding labor legislation issues - Generate, monitor and tracking recruitment report, this includes performing all the shortlisting candidates, scheduling and conducting interviews, compiling interview results analysis and ensures hiring is in progress in a timely manner. - Preparing fundraiser payroll including benefit and incentives accurately in timely manner and coordinate with finance team. Assist in designing compensation & benefits. - Keep tracking and recording performance of fundraisers as well as their leaves in the PSP’s performance tracking sheet to ensure they correspond with their TOR’S, implement performance review procedures. - Explain and ensure that UNHCR’s F2F staff has a sound awareness of UN/UNHCR staff rules and regulations (including the Code of Conduct) and is aware of its rights and obligations as well as benefits and entitlements. - Manage personnel records in the office, as well as of the attendance, overtime and leave records. Provide support, guidance and training to the staff performing personnel administration related functions. - Develop & manage fair HR policies & any HR and team related issues, works on conflict resolutions and issues amongst team members i.e complaints, breaches of the ethical code, harassment or legal threats. Ensure frontliners understand and comply with them. - Assess training needs and coordinate learning and development initiatives for all fundraisers. - Act as the point of contact regarding labor legislation issues - Manage employees’ grievance. - Put systems in place and have strong SOPs for the program to be easily scalable - Support the administration of the UNHCR medical insurance plan for locally recruited staff. - Maintain liaison with the support sections and divisions at headquarters, specifically with the DHR services. - Works together with the DHR Services to find viable solutions to fill those gaps which could be recruitment, training and development or personnel administration support, medical and other issues of staff welfare and safety accreditations, and coordinate their onward travel to the field office, if applicable. - Actively participate in field visit to support team well being. - Perform other duties when required.

Qualifications and Experience

a. Education - Bachelor degree with preferably a degree in Business Administration, Human Resources Management /Administration, Law, and/or other related fields.

b. Work Experience - Minimum 2 years of relevant experience with a Bachelor degree or equivalent or higher. - A minimum of 2 years’ experience work in HR and familiarity with UAE labor laws. - Working experience with the UN system - Computer skills (MS office and People soft applications).

c. Key Competencies - Fluency in English and working knowledge of another relevant UN language or local language (Arabic) is an asset. - Analytical Thinking - Training and knowledge sharing - Experience in conflict resolution and mediation - Good knowledge of UNHCR Admin and financial rules, procedures and processes. - Good knowledge of UAE labor law - Prior exposure to UNHCR refugee operations and functions relating to field office administration is an asset - Excellent organization skills. - Excellent communication and interpersonal skills.
