Org. Setting and Reporting The incumbent of this post is responsible to the Field Director and works closely in advisory and support roles with Deputy Directors, Department Heads, Programme Chiefs, Project Officers and other senior managers. The post will also support and advise other staff on issues relating to securing and maintaining the cooperation of Syrian authorities and UN and non-governmental partners, and to the establishment and maintenance of relations with these Ministries and authorities.

Responsibilities * Advisory functions

Advises DUA, D/DUAs and other senior staff on matters pertaining to protocol and relations with the Syrian Government, including GAPAR, the Ministry of Foreign Affairs and Expatriates (MFA), and other Ministries; by : i. Ensures that advice is informed by accurate analysis of relevant contextual developments and is consistent with UNRWA’s mandate and achievement of programme and operational goals; ii. Anticipates issues and problems in operations and governmental relations before they arise and bringing them to the attention of the DUA and D/DUAs, and proposing solutions; iii. Contributes to policy development and to solving operational problems as they arise, including by proposing and following up on courses of action to be taken by departments, programmes and staff. iv. Advises and supporting DUA, D/DUAs, Programmes Chiefs, Department Heads and other senior staff on the submission of applications for visas, permits and other authorizations required for the smooth functioning of SFO operations; coordinating, in cooperation with the Field Administration Office, SFO’s visa submission processes in relation to sensitive cases;

* Drafting, report writing and communications

i. In cooperation with the Special Assistant to the DUA, drafts, edits and keeps records of notes verbal and other formal communications and correspondence between UNRWA, Syrian authorities, and non-governmental partners; trains and coaches junior staff on drafting standards and ensures compliance with relevant United Nations standards and local government protocol; ii. Reviews and edits drafts of UNRWA and SFO reports, planning frameworks and strategies that are meant for public or media presentation, including the Commissioner-General’s Annual Report to the General Assembly and the Medium Term Strategy, to ensure consistency of messaging and appropriate crafting of language on sensitive matters; advises DUA and other senior staff on preparations to respond to reactions to public statements, reports and plans; iii. Drafts talking points for DUA, D/DUAs, the Commissioner-General and the Deputy Commissioner-General and provides advice in advance of high level meetings with Syrian authorities; iv. Prepares reports for DUA’s attention on protocol, operational and strategic matters as required; v. Translates, filters, monitors and keeps tracking sensitive correspondence. Representation i. On DUA’s behalf, serves as the primary SFO interlocutor with the MFA, Ministry of Social Affairs, and other Ministries, the Offices of the Presidency, First Lady, Prime Minister, GAPAR, the Diplomatic Corps and the Palestinian Liberation Organization; coordinates and directs the flow of information between SFO and Syrian government interlocutors, and cultivates and maintains productive working relationships with Syrian government interlocutors; ii. Supports DUA and D/DUAs in meetings with Syrian authorities, including at Ministerial and Director-General level; contributes to development of messages and provides relevant background briefings on interlocutors and issues to ensure that UNRWA’s positions are presented as effectively as possible; iii. Participates in and represents DUA and UNRWA at meetings with the UNCT working groups, non-governmental organizations, including local charities and other stakeholders; participates in and represents DUA at functions and meetings with the refugee community and local non-governmental partners; represents DUA in efforts to enhance cooperation with the refugee community and NGOs; iv. Organizes visits to UNRWA facilities for official (including high level) delegations; coordinates required activities internally and with government interlocutors, and accompanies these visits to ensure their success and briefs official delegations on UNRWA’s operations and the needs of Palestine refugees;

* Management support:

Assists the DUA, D/DUAs and senior managers in ensuring that standard protocols and procedures required to support the delivery of UNRWA’s services are followed in an accurate and timely manner; performs a range of administrative tasks including the gathering and sharing of information on complex problems or situations, close tracking of new legislation, decrees and trends in the evolution of the laws applicable to Palestine refugees and UNRWA, the analysis of these trends, and the proposal of solutions to resolve operational problems;

* Performs other duties as may be assigned by the supervisor.
