Senior Protection Officer

Duty station: Kharkiv

Key working relationships: Position Reports to: PRoL Manager, Ukraine Position directly supervises: Community Mobilizers, Case Workers, Legal Officers Internal collaborations within IRC: WPE, CP, ERD External collaborations to IRC: Protection and information services actors, organizations and agencies

Job Overview/Summary: The Senior Protection Officer leads and coordinates PRoL programming in Kharkiv with the objective of providing timely and effective PRoL services to populations affected by the armed conflict as well as supervising PRoL interventions within an office. The Senior Protection Officer oversees PRoL activities in Kharkiv region, namely: protection and context monitoring and analysis, provision of Responsive Information Services activities and protection information on rights and entitlements, conducts on-site spot needs assessments as well as shapes provision of IPA.

Specifically, the Sr Protection Officer will be responsible for:

Programme implementation 1. Program management and delivery: Lead PRoL program implementation in Kharkiv - Coordinate day-to-day work of Legal Officers, Community Mobilizers, and Case workers, including support in identification of new localities - Conduct stakeholder analysis: continually review existing actor mapping with a view to establish/strengthen partnerships focused on the delivery of general protection services - Recruitment and training of PRoL staff where relevant - Procurement planning and management - Budget planning and management - Development and updating of work plan - Preparation of program reports

2.Oversee all the protection and context monitoring and analysis: - Continually identify areas of displacement, high needs and emerging protection risks, through protection monitoring approach, feeding into protection analysis and contextual background tools/briefs - Continuously look for information about collective centers, transit centers, shelters and volunteer hubs that host and/or provide assistance IDPs and war affected communities in the area of responsibility, and update the tracker online. - Constantly look for contacts within authorities and key humanitarian stakeholders and update the contact trackers - Ensure that data collection for protection monitoring is complete and meet data quality requirement - Support the PRoL Manager in data analysis and Protection Monitoring reports and other reporting mechanisms

3. Ensure constant update of the service map and referral tracker: - Ensure continuous update of the service mapping - Ensure referrals are made in a safe way and according to the SOPs, and ensure referrals made are followed-up and that the referral tracker is updated. - Ensure provision of responsive information is complementary to the Rapid Protection Assessment and/or protection monitoring activities.

4.Coordination & representation: Working with relevant stakeholders, including technical team, support the development of coordination system, specifically: - Continually identifying strategic actors to strengthen protection response - Participate in coordination mechanisms such as reoccurring meetings, UN Clusters, actor and service mappings - Represent IRC in external fora, including in coordination such as the Protection Cluster, Information Management Working Groups, with donors and others

Requirements: Language: fluent in Ukrainian. Verbal and writing skills in English is an asset Degree in Social Science, Humanitarian Work, Social Work, Human Rights or related field is desirable or at least three years of experience in NGOs Previous experience protection assessments and data collection is desirable Experience facilitating group activities, trainings and workshops and mentoring others Excellent communication skills Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries Positive and professional attitude, including ability to lead and work well in a team setting High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Computer literate, including Microsoft Word and Excel
