Job Description

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Working in coordination with the humanitarian community, the IRC currently addresses the needs of conflict-affected populations from several operational bases across Iraq. IRC’s activities focus primarily on the protection and legal assistance, livelihoods, distribution of non-food items, education and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Syria, Iraq and the region that seeks to assist refugees, IDPs and war-affected people survive conflict and displacement.

Position Overview

Under the direct supervision of the Protection and Rule of Law (PROL) Coordinator and Information Management Systems (IMS) Manager, the Senior Protection Data Analysis Officer will be primarily responsible for extracting protection related data from the CommCare database, synthesize and analyze it and produce information management and protection monitoring reports. The incumbent will also be involved in supporting the protection IMS team in supporting data quality management that, in turn, will support program development, strategies and quality. She or he will be familiar with all protection trends, risks and needs in Iraq and will have excellent understanding and skills in data management and analysis, as well as report writing skills.

Job Responsibilities

Leadership:

1. Manage protection data reliability and quality across the PROL program.

2. Extract monthly and ad-hoc protection monitoring quantitative and qualitative data to produce information products such as monthly protection monitoring reports, inputs in donor reports, proposals or program strategy documents, online information management digital tools such as CommCare, PowerBI or others.

3. Conduct secondary data reviews and/or acquiring data from other relevant sources to enhance the protection analysis and inform information products.

4. Using the extracted data, identify and report on protection trends, risks, threats and needs per each location and program site to inform further program strategies.

5. Manage all requests for information and inputs from the PROL management or IRC Senior Management and external organizations.

6. Support the capacity of the PROL colleagues in data quality and analysis as well as provide training and mentorship support around data management and analysis in the below requirements.

7. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

8. Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.

9. If/as required identify staff performance issues and work with PROL Coordinator, IMS Manager, and Human Resources to document and address these in accordance with the National Staff Employment Policies.

Project management

1. Identify gaps and opportunities in the PROL data collection, management and analysis and provide recommendations for improvement.

2. Develop and roll out templates for data analysis to support the collection, analysis and use of relevant protection data.

3. Train and regularly guide the users on how to use digital data management platforms and extract data for reporting or program development.

4. Sample PROL program beneficiaries using random and/or determined formulas to support program quality verification through internal audits and survey.

5. Provide regular de-briefings to the Protection Manager / Sr Legal Manager on progress and recommendations on interventions and strategic direction of the protection program.

Coordination

1. Engage with data management and analysis colleagues in other IRC sub-streams teams and external protection organizations and partners to exchange experience, share tools and support mutual capacities and coordinate around the interpretation and validation of analysis.

2. Participate in relevant PROL internal and external meetings to support with producing, updating, and sharing data and information products.

Other duties

1. Other duties as assigned by the Protection and Rule of Law Manager / Sr Legal Manager / Protection Coordinator

Qualifications

· BA. degree on computer science, information technology, or statistics is highly desired.

· At least 3-6 years of experience in program data management and analysis. Experience with remote management an advantage.

· At least one year experience in protection and/or legal program development and implementation in Iraq

· Ability to interpret data and identify humanitarian needs and trends based on data analysis

· Familiarity with the Iraqi protection trends, needs and concerns

· INGO and/or Cluster Coordination experience preferred

· Excellent knowledge on using MS Excel, Word and PowerPoint and other MS Office products related to informational products

· Familiarity with available data analysis and/or management platforms including PowerBi, Tablue or Power Query

· Familiarity with case management databases such as CommCare desirable

· Work experience as a data analyst or in a related field.

· Managing master data, including creation, update, and deletion.

· Technical expertise in data storage structures, data mining, and data cleaning.

· Basic understanding of statistical analysis such as the measurement for central tendency and data disaggregation.

· Experience in visualizing and presenting data for different audiences A basic knowledge for SQL or or exporting data.

· Excellent interpersonal and problem-solving skills, creativity and flexibility

· Positive, professional attitude, organized and prioritizes work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.

· High standard of spoken, written and conversational Arabic and English required

· Holder of a valid passport.
