Location Requirement for this position following the desired candidate profile: The position is located in Al Kufra, Libya.
General Background The Senior Protection Assistant will report to the Assistant Protection Officer and performs a variety of functions related to the office strategy and work plan. Under the guidance of the Head of Office, the incumbent is expected to keep regular internal contact with staff members in the same duty station to exchange information, and with stakeholders such as local authorities, national and international humanitarian organizations, leaders of the refugee community, local population, and/or Implementing Partners (IPs) in line with the office directions and work plan.
Purpose and Scope of Assignment
• Consistently apply International and National Law and applicable UN/UNHCR and IASC policies, standards, and codes of conduct. • Have strong relationships with local authorities to ensure easy access to our FDSP and to explore short-term solutions. • Create service mapping to be able to understand who provides what and where. • Provide counselling on protection issues to Forcibly Displaced and Stateless People (FDSP) and liaise with competent authorities to ensure the issuance of personal and other relevant documentation. • Support activities in protection-related AGD-based programming with implementing and operational partners. • Conduct preliminary information gathering and interviews in support of eligibility, status determination, durable solutions, and social needs assessment. • Measures to identify, prevent, and reduce statelessness. • Contribute to a country-level child protection plan as part of the protection strategy. • Assist in country-level education plan (FDSP) as part of the protection strategy. • Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities. • Participate in individual protection case management including cases of GBV and child protection. Monitor and report on cases of refoulement, expulsion, and other protection incidents. • Identifying durable solutions for (FDSP) in voluntary repatriation, local integration, and where appropriate, resettlement. • Contribute to the design, implementation, and evaluation of protection-related AGD-based programming with implementing and operational partners. • Draft reports, and routine correspondence, update relevant databases, and compile statistics within the Area of Responsibility (AoR). • Contribute to initiatives to enhance national and local protection capacities. • Select (FDSP) for preliminary interviews and decide which relevant information to share. • Enforce integrity in the delivery of protection services by local implementing partners. • Perform other related duties as required. • The candidate will be performing their duties in Alkufra and affected areas.
Monitoring and Progress Controls
Daily, Weekly and Monthly reports to the supervisor. Final report due 31 December 2024. Final Evaluation: The final evaluation will be carried out by the Supervisor.
