Senior Protection Assistant

Organizational Setting and Work Relationships The Senior Protection Assistant normally reports to a more senior Protection colleague. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.

The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern (PoC) and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. S/he contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor.

The Senior Protection Assistant also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. - Provide counselling on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation. - Support activities in protection related AGD based programming with implementing and operational partners. - Conduct preliminary information gathering and interviews in support of eligibility, status determination, durable solutions and social needs assessment. - Contribute to measures to identify, prevent and reduce statelessness. - Contribute to a country-level child protection plan as part of the protection strategy. - Contribute to a country-level education plan for PoC as part of the protection strategy. - Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities. - Participate in individual protection case management including cases of GBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents. - Assist in identifying durable solutions for PoC in voluntary repatriation, local integration and where appropriate, resettlement. - Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners. - Draft reports, routine correspondence, update relevant databases and compiling statistics within the Area of Responsibility (AoR). - Contribute to initiatives to enhance national and local protection capacities. - Select PoC for preliminary interviews and decide which relevant information to share. - Enforce integrity in the delivery of protection services by local implementing partners.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s). - Perform other related duties as required.

Nature of Position:

The UNHCR FO Kyangwali manages refugee operations in a refugee settlement in Kyangwali (Kikube District) that hosts 133,210 refugees and asylum seekers, of whom 133,091 are refugees while 119 are asylum seekers. 97% of the overall population is of Congolese Nationality from DRC, followed by South Sudanese (2.7%); other nationalities include Rwandese, Sudanese, Burundian, and Kenyan. Refugee children represent 59% of the forcibly displaced population in Kyangwali. Several thousands of them are considered as children at risk, including unaccompanied and separated children (UASC), out-of-school children, child parents, etc. The population comprises 53% female, 47% male, and 3% elderly. The Senior Protection Assistant reports to the Protection Officer and will be required to:

Conduct Best Interest Procedures for individual children at heightened risks and prepare Best Interests Determination report. Participate in the Best Interests Procedure Case Conferences and BID panels and draft associated documentation as required. Provide technical support, guidance and monitoring to child protection partners.

Living and Working Conditions:

Kyangwali is a Family Duty Station with a minimum offer of facilities: Weather: There are two seasons during the year with most dry spell experienced during the months of Dec-Jan exceedingly up to end of February. The weather is relatively cool and ok. Water Provision: For domestic use water is pumped from the main motorized pump, same source that supply water for POCs and trucked using the water boozer for the Guest houses which have no piped system connections. There being no decent rental housing facilities, all UNHCR staff are accommodated in the designated guest/staff houses inclusive of Partner staffs. The biggest Health facility is a Grade lll facility (Kituti and Rwenyawawa) that is accessed by both Refugees and Host community and run by UNHCR implementing partners and government. Most times, staff access medicals outside Kyangwali. The nearest decent shopping, markets and restaurants are found in Hoima town which is 86 Kms away. There are mini shops are run by Refugees with basic items and 1 day (Tuesday) officially designated as a market day. There are no Banking or credit card institution/Foreign exchange bureau but the nearest is in Hoima town. The nearest Postal services are found in Hoima town, nothing in Kyangwali. Mobile phone service providers occasionally visit Kyangwali but have retail services for sale of airtimes. Internet services are dependent on the strength of boosters installed with intermittent disruptions based on weather conditions Radio and television services; Mostly local frequencies for radios are accessible and television services are dependent on subscription services with the nearest point of accessibility being Hoima for subscription payment. News Papers and Magazine are obtainable from Hoima as the nearest point only picked when drivers travel to Hoima. Road conditions are fair during dry spell and periodically unfair during rainy season especially on the marram roads but with alternative routes to use which may take relatively longer hours (3rs to Hoima) on rainy days. Public transport is easily accessible but with serious overloading of passengers and most vehicles are in bad mechanical condition with speedy Drivers. There is a daily bus which sets off from Kasonga center at 6:00am Via Hoima to Kampala. Bicycles and motorbikes; there are motorbikes (locally known as Boda-bodas) available as transport for short distance movements but not bicycles.
