Specifically, the incumbent will undertake the following tasks and responsibilities: **1. Management and Supervision of UNESCO Project Office** - Head and manage the UNESCO Project Office in Johannesburg and provide oversight and day-to-day supervision to international and local staff and consultants. - Deputize the UNESCO Focal Point to the Republic of South Africa, and represent the Regional Director on the UN Country Team and the UN Security Management Team, and liaise with Programme Specialists at ROSA to ensure that UNESCO continues to contribute to the South Africa’s UNDSCF as a non-resident agency. - Provide supervision, mentorship and technical support to the South African National Programme Officer, to ensure that UNESCO’s education for health and well-being work is visible and strategically placed in South Africa’s domestic development programs. - Deputize the Education for Health and Well-being team leader, and provide technical support in the design, implementation, monitoring and evaluation of the Our Rights Our Lives Our Future (O3), O3 PLUS programs and the UBRAF activities across east and southern Africa (ESA). Long Description ---------------- **2. Technical support and programme implementation for EHW across ESA region** - Lead the provision of technical support in the design, implementation, monitoring and evaluation of the Our Rights Our Lives Our Future (O3), O3 PLUS programs and the UBRAF activities across 21 countries in East and Southern Africa. - Provide leadership for the coordination of UNESCO’s Eastern and Southern Africa Education for Health and Well-being portfolio, and implementation of UNESCO’s regional responsibilities as a UNAIDS Cosponsor. - Technical lead on the following thematic areas: the ESA Ministerial Commitment on education, health and well-being of adolescents and young people, gender (including gender transformative programming, school safety and prevention/response to gender-based violence), early and unintended pregnancy, and parent-child communication. - Provide technical support to UNESCO offices and ESA National Program officers to plan, implement and report on programmes funded by the regular programme and extra budgetary sources, and prepare proposals for submission for nationally available extra budgetary funding. - Provide high quality technical support to ESA Member States and other national partners while identifying opportunities for UNESCO engagement in policy development, standard setting and programming for HIV, sexuality education and other areas of health education. - Support the South African National Programme Officer in setting up and accelerating implementation of the O3 PLUS project. Long Description ---------------- **3. Orientation training, support and professional development** - Take a lead role in mentoring national and regional project officers, including through supporting with recruitment, orientation of new staff, identification of capacity needs and the implementation of capacity development in line with project and programmatic needs. - Lead the provision of technical support for UNESCO field staff working on education for health and well-being across the ESA region. - Deputize the Education for Health and Well-being team leader in management of the EHW portfolio, and carry out other tasks as may be prescribed from time to time. **4. Planning, M&E, Reporting and Learning** - Lead the strategic planning for UNESCO engagement in HIV programming in ESA, in line with the UNAIDS Unified Budget, Results and Accountability Framework (UBRAF), ensuring timely country contributions to regular budget, UBRAF and other extra-budgetary reporting requirements. - Identify opportunities for UNESCO, and planning for in-house capacity building as necessary to take advantage of these opportunities. - Coordinate the development of action plans and concrete mechanisms of collaboration with the Regional Economic Communities, such as SADC and the EAC. - Ensure timely narrative and financial reporting on elements from the regional programme and budget portfolio falling under the incumbent's responsibility, both within UNESCO and to external donors as appropriate. - Lead on the coordination of annual review meetings with O3 and O3 Plus donors and partners in line with donor agreements. Representation and partner relations** - Represent UNESCO in appropriate regional forums and inter-agency meetings and thematic groupings as required. - Facilitate increased participation by UNESCO field colleagues in UN country teams and other national development processes. - Represent UNESCO in appropriate regional forums, including the Regional AIDS Team for East and Southern Africa (RATESA) and participate in strategic planning for UNESCO’s work to strengthen comprehensive sexuality education that includes HIV education, and to ensure that all children and young people have access to safe, inclusive, health-promoting learning environments. - Support the team leader in developing new and strengthening existing strategic partnerships with both UNESCO’s traditional and non-traditional partners in the ESA region. **6. Resource mobilization** - Advance the ESA region's resource mobilization efforts, collaborate efforts for country and regional proposal development processes and maintain partner relations with donors and regional bodies (e.g. AU, EAC. WORK EXPERIENCE - Minimum 7 years of relevant work experience in the field of Sexual and Reproductive Health Rights (SRHR) with particular expertise in UNESCO’s key leadership and main partner responsibilities within the UNAIDS division of labour. - Experience in resource mobilization, support for programme implementation, budget management and programme reporting. - Experience in monitoring and evaluation.
