The Office's work in the Pacific is guided by the United Nations (UN) Cooperation Framework, UNESCO Pacific Strategy and other international and regional frameworks. Based in Suva, Fiji, the Senior Project Officer, P-4 (PA) works as part of the Education Sector team in the UNESCO Office for the Pacific States, providing full-time programme support to the GPE funded and the Asian Development Bank (ADB) administered grant to UNESCO for the implementation of the Pacific Regional Education Framework (PacREF). Under the overall authority of the Assistant Director-General, Education (ADG/ED), the functional authority of the Director/Head of Office (HFO), and direct supervision from the Programme Specialist acting as the chief of Education Unit in the Pacific, the incumbent plays the role of a team leader and manages/guides a team of staff or serves as a Senior Project Officer managing a programme of work. He/she advises and reports on regular and extra-budgetary programme design, guidelines, resources and progress. He/she advocates organizational involvement and participation in mainstream educational activities and may lead colleagues on particular thematic areas, evaluating progress and performance. The incumbent works within the frameworks of UNESCO’s Medium Term Strategy (C/4s), the approved Programme and Budget (C/5) and global development plans such as the 2030 Agenda for Sustainable Development and SAMOA Pathway. Long Description ---------------- **1. Programme Design, Management and Assessment** - Conceptualize, design, plan, develop, coordinate, monitor and implement the part of work UNESCO is responsible for in the PacREF and its corresponding projects and activities. Identify focus areas within the Member State’s national priorities, and when requested by national authorities, aligning these priorities with the United Nations (UN) 2030 Agenda for Sustainable Development, SAMOA Pathway and other regional education, human resources and inclusion related as well as the UN Cooperation Frameworks (CF), Joint Country Action Plans (JCAPs) or the specific plans for each of the SIDS being developed as a result of the MCO Reforms by the UN in the SIDS, and development partners approaches and strategies. - Develop and implement a capacity development programme in education. Appraise and analyse the education and training systems of the region, provide expert assistance to line Ministeries and officials in formulating sound policy advice and strategies and define Education interventions at country level. Provide expert technical support and assistance to the Member States on education sector analysis, sector plan development and sector management and identify and provide additional support to the Ministries/Departments of Education in line with the PacREF upon request. - Coordinate and plan significant aspects of the work programme in the Field, for example in the area of the development of education systems, empowering learners and the Education 2030 agenda. Contribute both in terms of substantive aspects (assessment, curriculum, pedagogy) as well as the promotion of cross cutting values (peace, learning to live together, learner well being, gender equality), as a reflection of the priorities of Sustainable Development Goal 4 and the PacREF. Policy Advice** - Develop, plan and implement PacREF research activities on policy topics / issues pertinent to education development in the Pacific to expand the knowledge base for evidence based policy making. - Initiate policy development and creation. Provide complex techncial support and extensive professional expertise in view of policy reforms in education to ensure the development and implementation of the strategies in the countries of the region, formulate and implement cross cutting projects with relevance to education and training schemes **3. Networking, Communication, Knowledge Management and Partnerships** - Organize consultations and events and ensure regular contributions and updates to online and knowledge management systems. Plan, develop and implement outreach strategies, aimed at expanding and communicating results and achievements of UNESCO within the PacREF project and increasing visibility, resources and partnership. Provide specialized expertise, interpretation, assessment and communication to the Office for the Pacific States and the education sector in UNESCO as needed. Long Description ---------------- **4. Resources Mobilization** - Work closely with the supervisor, Director of the Office to support, participate in and/or lead development of joint programmes, bilateral and multilateral partnerships, and partnerships with ADB and International Institutions (WB, EU) in relevant areas. Track submissions and coordinate donor meetings. - Mobilize extra budgetary resources to support UNESCO’s overall resource mobilization strategies, by preparing project proposals and cooperation frameworks with Member States and donor agencies and by engaging in fundraising activities, in particular to fund and leverage resources for PacREF. **5. Team Member Management and Assessment and Evaluation** - Take full responsibility for project management, including backstopping, technical, financial and human resources management. Supervise project consultants, experts, and other service providers, and follow through on the dissemination of results. Coordinate and supervise staff (including temporary and local) of the PacREF team including, identifying human and technical resource needs, recruitment and performance management, ensuring coherent work processes and outputs.
