The Senior Project Manager (Health Information Systems) reports to the Chief Business Engagement Division.

The Agency will embark on a strategic Digital Transformation project, funded by the German government through KfW, to support the provision of efficient, inclusive, and high-quality health care services and education opportunities through the use of digital systems. The project comprises of two components to (i) implement a new Electronic Medical Records (EMR) System across the Agency and (ii) pilot the rollout of ICT in two Fields to support quality, inclusive and equitable education. The Senior Project Manager (Health Information Systems) will manage the Health component of the project on a daily basis as well as take responsibility for coordination of the overall project.

Responsibilities- Develops appropriate strategies for achieving project goals; develops a concrete detailed project plan and manages progress and reporting against the plan in line with Information Management and Technology Department (IMTD) governance processes; monitors the project, its timeline and budget and cooperates closely with the focal Project staff, i.e. the Health Department (HD) business lead as well as with the Education Department (ED) Project Coordinator on the overall joint Digital Transformation Project funded by the German government through KfW. - Ensures timely completion of the procurement process to select the EMR system. As required to support this, and in alignment with the donor’s feedback and Non-Objection, finalizes and agrees on the functional and technical requirements for the new EMR system; finalizes and agrees the procurement scoring methodology for the new system and drafts any required reports detailing the procurement exercise and outcome for approval by key stakeholders. - Manages the project team including UNRWA staff, Individual Service Providers and the vendor team and other stakeholders (as required) to deliver project results in line with plan. Co-ordinates with Health Department focal point(s) as well as with the Education Department (ED) Project Coordinator to ensure aligned plans and performance of assigned project activities in line with the overall Project plan. - Manages the scope, time and budget of the project and the associated delivery from the selected vendor. Advises on alignment of the delivered solution with UNRWA processes and good practice and manages the donor’s feedback / requirements. - Manages issues and risks associated with the project (scope, time, budget, project’s impact, and project’s outcomes) and maintains a risks and issues register. Escalates issues to the project Steering Committee in a timely manner. - Oversees and reports on the project budget and provides input to the donor reports for the project; manages the preparation of reports on project progress and achievements as well as best practices, evaluation and lessons learned. - Develops and maintains an effective and efficient communication strategy with different internal stakeholder groups, including focal Project staff at Health and Education Departments for the successful implementation of the joint Digital Transformation Project funded by the German government through KfW, as well as external stakeholder groups including KfW and potential other donors. Oversees changes management plan(s) to ensure buy-in and acceptance from end users. - Ensures a document repository is established and project documents are captured in a structured and timely way.

Education Advanced university degree from an accredited educational institution in information systems management, health information science, project management with focus in health information systems or other related disciplines.

Job - Specific Qualification Project management certification (PMP, PRINCE2). (required)

Work Experience A minimum of eight years of progressively responsible and relevant experience in the analysis, implementation, and management of health information systems in the public or private sector (required).

Five years of project management experience in delivery of information systems (required).

A minimum of two continuous years of relevant international experience outside UNRWA and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number (required).

Knowledge of established software standards on the market (required).

Previous work experience in humanitarian settings, preferably with international organizations (required).

Advanced level of knowledge of Microsoft Office and related applications (required).

Knowledge of activities of UNRWA operations and service and/or experience in its fields of operation (desirable).

Previous experience working in a United Nations organization; Experience in cooperation with donor institutions (desirable).

Knowledge of primary health care services (desirable).

Languages Excellent command of written and spoken English.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and Duration: One year project funded with the possibility of further extension subject to availability of funds, need and performance.
