Project Information

In support of Uzbekistan’s efforts to strengthen its healthcare system in light of the ongoing COVID-19 pandemic, UNOPS is aspiring to provide project, infrastructure and procurement management services to the Government. This will include conducting a feasibility study and assessments to determine infrastructure and medical equipment needs and requirements of various health facilities, procurement and supply of biomedical items and supplies, and infrastructure design and implementation of priority healthcare facilities.

Under the direct supervision of the Senior Construction Manager, the Senior Project Engineer supports the implementation of the project activities through the provision of technical expertise and the application of best practices in the project implementation. The Senior Project Engineer leads a team of Project Engineers and oversees the implementation of contracted works in conforming to the technical specifications of UNOPS. The Senior Project Engineer ensures high quality and consistency of work by promoting a collaborative, client focused, quality and results-oriented approach in the team.

Appointment of this role is subject to signing of the respective project agreement with the partner, which is expected to take place in Quarter 1 2022.

1. General Construction - Plan and coordinate work activities under the guidance of the Senior Construction Manager. - Take timely action to prevent potential delays and/or cost overruns that can be avoided. - Report and recommend remedial actions regarding potential delays and/or cost overruns to the Senior Construction Manager. - Provide supervision of project work progress and quality for on-time project delivery. - Monitor contractor’s presence on the project site, including Bill of Quantities (BoQ)and Payment Certificates as per approved contract. - Provide data and information about project work to the Senior Construction Manager for reporting purposes. Provide weekly and monthly reports detailing all project matters including quality, health and safety, environmental, contract management and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter as agreed with the Senior Construction Manager.

2. Feasibility Study and Needs Assessment - Participate in needs assessments, organize preliminary studies and monitor/supervise consultants during these studies. - Support the review of requests for new construction and rehabilitation works. - Carry out assessments and prepare reports with recommendations for follow up actions.

3. Design Management - Assist the Senior Procurement Manager to outline design requirements (e.g. timeline) to procure design services, including concept, preliminary and final stages where applicable. - Assist the Senior Design/Infrastructure Manager to manage the design plan ensuring deliverables are available on time, and to the required quality. - Review the Construction documents as prepared by the design consultant for comment and approval by the Senior Design/Infrastructure Manager. - Assist the procurement team with technical assistance in preparation of tender documentation and bid analysis where required.

4. Construction Supervision - As tasked by the Senior Construction Manager, supervise construction works and administer works execution as per the contractual provisions and the design specifications. - Ensure quantity/quality control and time schedule consistency. - Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations. - Supervise the contract management of works implementation to ensure construction works are completed on time, within budget and to the desired quality standards. - Provide regular supervision of the project work progress and quality for on time delivery. - Assist the Senior Construction Manager in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports. - Evaluate and recommend appropriate building and construction materials. - Manage documentation and reporting of site expenditure and costs, including, but not limited to, contractor progress claims, and procurement of local materials. - Prepare and maintain site or work package records, including documentation of all phases of the project lifecycle. - Prepare the periodic and ad-hoc progress and security reports. Immediate reporting to management of all issues affecting progress or security. - Report project delivery progress against the work schedule. - Ensure construction plans meet guidelines and specifications of building codes and other regulations. - Establish, monitor, maintain and update construction work schedules. - Oversee surveying works, engineering control of the work, etc.

5. Personnel Management - Lead and motivate the team consisting of Project Engineers and Associate Project Engineers. - Ensure that behavioural expectations of team members are established. - Ensure that performance reviews are conducted fairly, accurately and in a timely manner. - Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development. - Provide oversight, ensuring compliance by team members with existing policies and best practices. - Ensure safety and security for all project personnel and comply with UNDSS standards. - Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments.

6. Knowledge building and Knowledge sharing - Organize, facilitate and/or deliver training and learning initiatives for project personnel on engineering-related topics. - Lead and conduct initiatives on capacity development and knowledge building for engineering personnel, including network development, plans, learning plans and activities, procurement practice information and best practice benchmarking. - Oversee team’s contributions to relevant knowledge networks and communities of practice including collaborative synthesis of lessons learnt and dissemination of best practices in procurement management. - Guide team’s collection of feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

Education/Experience/Language requirements

Education

  • An advanced university degree (e.g. Masters) in an infrastructure-related field, such as Civil or Construction Engineering, Architecture, Construction Management, or equivalent discipline is required. A first-level university degree (e.g. Bachelor) in combination with two (2) additional years of progressively relevant experience may be accepted in lieu of an advanced university degree. A technical or professional diploma in combination with four (4) additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.
  • Projects IN Controlled Environments 2 (PRINCE2) Foundation and (PRINCE2) Practitioner Certifications or similar are desired.
  • A valid driving license and ability to travel independently is required.

Work experience

  • A minimum of five (5) years of relevant professional experience in an infrastructure-related field, such as Civil or Construction Engineering, Architecture, Construction Management, or equivalent is required.
  • Expertise in infrastructure works relating to rehabilitation and/or construction of hospitals and medical facilities is highly desirable.
  • Experience of successfully working with a variety of health sector stakeholders, particularly governments and development partners including UN organizations is an asset.
  • Proficiency with computers in particular CAD design software, and other related software related to the position’s field of expertise is highly desirable.
  • Experience working with developing nations and/or large global donors such as the Asian Development Bank is an advantage.

Languages

  • Proficiency in English is required.
  • Working knowledge of Russian and/or Uzbek is an asset.
