Overview

Support shelter and basic services project implementation in the Lake Chad region.

You have:

  • Diploma of secondary studies with six years of relevant experience or a Bachelor’s in civil engineering, water/sanitation engineering, architecture, rural development or related fields with four years of relevant professional experience.
  • Experience in the shelter sector.
  • Experience in preparing technical documents for rehabilitation or construction of basic services.
  • Experience collaborating with government authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, trafficking victims, and other vulnerable groups.
  • Excellent knowledge of MS Office (Excel, Access, Outlook, Word) and experience with online applications.
  • Basic knowledge of AutoCAD, Archicad, Covadis, ArcGIS, site planning, and experience using surveying equipment.
  • Strong motivation and ability to work professionally and effectively in demanding environments.
  • Excellent command of written and spoken French is required for this position.

Contract

This is a G-6 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 6 years of experience, depending on education. More about G-6 contracts.

Context

Sous la supervision générale du Chef de Mission (CoM) au Tchad et la supervision directe du Chef de Bureau à Bagasola, et en collaboration avec les unités concernées, la personne retenue sera chargée de soutenir la mise en œuvre des activités de construction d’abris et de services de base dans la région du Lac Tchad.

Qualifications

Education

  1. Diplôme d’études secondaires avec six années d’expérience pertinente ; ou
  2. Baccalauréat en génie civil, en ingénierie de l’eau/de l’assainissement, en architecture, en développement rural ou dans des domaines connexes d’un établissement académique reconnu avec quatre années d’expérience professionnelle pertinente.

    Experience

  3. Expérience dans le secteur de l’hébergement.

  4. Expérience dans la préparation de documents techniques pour la réhabilitation ou la construction de services de base.
  5. Expérience dans la collaboration avec les autorités gouvernementales, les institutions nationales/internationales, les agences des Nations Unies et les organisations non gouvernementales.
  6. Expérience de travail auprès de personnes migrantes, réfugiées, déplacées internes, victimes de traite et autres groupes vulnérables.
  7. Une expérience préalable au sein d’organisations humanitaires internationales, d’institutions ou d’organisations gouvernementales ou non gouvernementales, dans un environnement multiculturel, constitue un atout.

    Skills

  8. Excellente maîtrise de MS Office (Excel, Access, Outlook, Word) et expérience avec les applications en ligne.

  9. Connaissance de base d'AutoCAD, Archicad, Covadis, ArcGIS, de la planification de sites, ainsi qu'une expérience dans l’utilisation d’équipements topographiques, la réalisation d’évaluations topographiques et d’études de faisabilité pour l’identification de sites et les études d’impact environnemental à l’aide d’outils connexes (y compris les équipements GPS).
  10. Capacité à analyser des données complexes et à proposer des solutions concrètes.
  11. Aptitude éprouvée à gérer des tâches et des projets, avec une grande attention aux détails.
  12. Habileté à travailler de manière professionnelle et efficace dans des environnements exigeants et au sein d’équipes multiculturelles.
  13. Forte motivation personnelle, autonomie dans le travail et respect des délais serrés.
  14. Excellentes compétences en organisation et en communication claire et concise.

    Languages

  • Une excellente maîtrise du français écrit et oral est obligatoire pour ce poste.

Responsibilities

  1. Assister à la planification, la coordination, la mise en œuvre et le suivi des activités du projet liées à l’assistance en matière d’abris et de construction.
  2. Compiler, résumer, analyser et présenter les informations et données concernant les abris et la construction, en mettant en lumière les questions importantes à l’attention des parties concernées.
  3. Surveiller l’exécution du budget et proposer la planification de la distribution des abris ainsi que la construction des services de base, et suggérer des ajustements si nécessaire.
  4. Agir comme point focal pour la coordination administrative de la mise en œuvre des activités d’abris et de construction, en assurant des liens étroits avec diverses unités organisationnelles et parties externes pour initier des demandes, obtenir les autorisations nécessaires et assurer le suivi des actions administratives.
  5. Rédiger des rapports d’étape ; identifier les insuffisances dans la livraison, les signaler à la supervision et suggérer des mesures correctives.
  6. Rédiger la correspondance sur les questions liées aux projets ; préparer et mettre à jour les rapports, notes d’information, graphiques, tableaux statistiques et autres formes de documentation.
  7. Organiser des réunions, ateliers et sessions de formation ; préparer le matériel pédagogique et participer à l’animation des ateliers de renforcement des capacités.
  8. Répondre aux demandes d’informations complexes et aux requêtes ; mettre en place et tenir à jour les dossiers et archives.
  9. Participer aux réunions et conférences ; entretenir des liens et une coordination efficaces avec les autorités locales, les partenaires, les agences des Nations Unies, les organisations intergouvernementales et non gouvernementales, les bailleurs de fonds et autres parties prenantes concernées par le projet.
  10. Surveiller le travail des partenaires d’exécution et signaler toute non-conformité à la supervision.
  11. Apporter des contributions au développement des procédures opérationnelles normalisées (SOP), des notes conceptuelles et apporter un appui général à l’élaboration de nouveaux projets.
  12. Fournir des conseils et une formation, aider à la coordination et au suivi du travail du personnel de l’unité ; peut avoir à superviser d’autres membres du personnel selon les besoins.
  13. Accomplir toute autre tâche connexe selon les besoins.
