You have:
- Bachelor's degree in Political Science, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field with four years of relevant professional experience; or a High School diploma with six years of relevant professional experience.
- Experience in shelter, reconstruction, housing rehabilitation, or Non-Food Items (NFI) distribution programmes.
- Experience supervising field activities and contractors.
- Experience conducting needs assessments, beneficiary identification and selection, and technical monitoring of programme interventions.
- Fluency in Spanish (oral and written).
- Working knowledge of English.
- Demonstrated ability to prepare technical and operational reports.
- Previous experience working with IOM, the UN, or other humanitarian organizations.
- Experience in preparing narrative and financial reports for donors, supporting donor reporting processes, proposal development, and project cycle management.
- Experience coordinating with implementing partners, local authorities, and community-based organizations.
- Experience using monitoring tools and information management systems.
- Knowledge of the Venezuelan context, particularly border areas and human mobility dynamics.
Contract

Education

- Experience in shelter, reconstruction, housing rehabilitation, or Non-Food Items (NFI) distribution programmes.
- Experience supervising field activities and contractors.
- Experience conducting needs assessments, beneficiary identification and selection, and technical monitoring of programme interventions.
- Demonstrated ability to prepare technical and operational reports.
- Previous experience working with IOM, the United Nations, or other international humanitarian organizations, with a sound understanding of humanitarian principles, operational procedures, and coordination mechanisms.
- Experience contributing to the preparation of narrative and financial reports for donors, supporting donor reporting processes, proposal development, and project cycle management, while ensuring compliance with donor reporting requirements throughout the project lifecycle.
- Experience coordinating with implementing partners, local authorities, and community-based organizations to support the implementation of humanitarian programmes and ensure effective operational coordination.
- Experience using monitoring tools and information management systems, as well as knowledge of the Venezuelan context—particularly border areas and human mobility dynamics—to support project implementation and evidence-based decision-making.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in spanish is required (oral and written).

Responsibilities
- Assist in the planning, coordination, implementation and monitoring of project activities.
- Compile, summarise, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.
- Monitor budget implementation and propose adjustments as necessary.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organisational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
- Draft status reports, identify shortfalls, escalate issues to the supervisor and suggest corrective measures to address delivery gaps.
- Draft correspondence on project issues, prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
- Organise meetings, workshops and training sessions, prepare training materials and participate in the delivering of capacity building workshops.
- Respond to complex information requests and inquiries. Set up and maintain files/records.
- Participate in meetings and conferences. Maintain effective liaison and coordination with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project.
- Monitor work of implementing partners and report any non-compliance to the supervisor.
- Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
- Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit. May supervise other staff as assigned.
- Perform such other relevant duties as maybe assigned.
