Important Information

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

This vacancy is a local staff position. It is open only to nationals and residents of India.

The position is assigned in India Resident Mission (INRM) within the South Asia Department (SARD). INRM assists in the project implementation of the loans and technical assistance (TA) projects and supports the ADB HQ in processing new loans in India.

Job Purpose

The Senior Project Assistant (Health) provides analytical support for (i) project administration and portfolio management, (ii) project processing and implementation, (iii) budget management, and (iv) other INRM tasks in the social sector interventions primarily pertaining to health and related activities. The incumbent will report to designated International Staff (IS) and/or Senior National Staff (NS).

Responsibilities

• Supports project processing, which may include procurement-related advance actions and review of project-readiness filters to ensure quality-at-entry, and contributes to the preparation and update of Project Administration Manuals (PAM)/ Facility Administration Manuals (FAM)/ Program Implementation Documents (PID) by consolidating data and information for appendixes, drafting project description and scope, project cost and financing plan, procurement plan, selection procedures and terms of reference for the consulting services, design and monitoring framework, loan covenants, and others. • Assists in the maintenance of project records in ADB systems, recruitment of project processing consultants, monitoring project implementation progress, and analyzing in detail the problems encountered by the projects flagged “at risk” and recommend remedial measures. • Assists in preparing and updating individual Project (loan/grant/TA) Performance Reports in the ADB project database (eOperations) on a regular basis and participates in the departmental portfolio meetings and missions as needed. • Assists in updating project performance reports (PPRs) for assigned projects and generates routine PPR. • Assists in portfolio management, including undertaking analyses of project performances around implementation, administration and achievements of development outcomes, drafting of correspondences and preparation of background papers for country portfolio review missions. • Compiles data and statistics on contract awards and disbursements to support reports to the management, monitor and analyze the actual awards and disbursements against targets, and follow up these matters with the executing agencies (EAs). Reconciles project accounts and monitors disbursement status, imprest accounts, as well as creation and closing of accounts. • Maintains records needed to monitor compliance with loan/grant covenants, following up outstanding obligations of executing agencies (EA) such as the submission of monthly and/or quarterly progress reports, safeguard compliance reports, and benefit monitoring and evaluation reports, and inputting data on the status of such compliance in e-Operations • Assists in (i) the review of project administration documents such as request for proposal, bid evaluation report, contract awards-related documents/reports, and draft procurement-related papers and other reports, and (ii) applying project administration rules and procedures, such as the loan/grant regulations, project administration instructions, loan/grant/TA disbursement handbooks, and financial management handbook. • Assists the mission leader(s) in identifying and resolving project administration issues and undertaking project changes as needed; and updating PAM/FAM/PID, including projections for contract awards and disbursements, and procurement plans. • Assists in monitoring EAs’ submission of audited financial statements and/or project accounts and assists in reviewing the submitted audit reports. Also assists in preparation of annual/mid-year division budgets; and monitors budget utilization. • Supports mission leader(s) in preparing sections of the report and recommendation of the president (RRP) and TA papers, especially on project implementation arrangements (e.g., procurement, disbursement), and reports related to portfolio management; preparing project and portfolio financial and performance data and other analyses for knowledge products; and preparing project and TA completion reports. • Performs other tasks as assigned and reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

• Bachelor’s degree preferably in public health, social work, development studies, social development, or relevant fields • At least 5 years of relevant experience in social sector interventions in health and related activities in India; experience with national health programs preferred, and related experience in international agencies is desirable • Experience and knowledge of various stages of the project cycle, including procurement, contract administration, and progress management related to social sector, preferably in health sector. • Proficiency in the use of technology packages (common word-processing, spreadsheets and graphics, PowerPoint) and web-browsing and search engines • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps • Ability to liaise and work effectively with internal and external stakeholders • Proven ability to undertake background research and analysis on challenging but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing data, and prepare notes, papers and sections of reports • Good analytical thinking, able to set priorities • Ability to work collaboratively with teams as a constructive team member. • Excellent written and verbal communication skills in English and the national language • Please refer to the link for ADB Competency Framework for Administrative Staff Level 5
