Overview

Support implementation and monitoring of CCCM activities for the RE2CLID project.

You have:

  • School diploma with seven years of relevant experience; or, Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting.
  • Experience with data collection and information management tools for camp profiling, site monitoring, and service mapping.
  • Experience in managing displacement-related projects, including site planning and service delivery.
  • Fluency in French is required (oral and written).
  • Working knowledge of English.

Contract

This is a G-7 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 7 years of experience, depending on education. More about G-7 contracts.

Organizational Context and Scope

The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face the risks of disasters, the adverse effects of climate change and environmental degradation. This initiative targets the highly vulnerable displacement affected communities in Southern Africa and the Indian Ocean Countries, namely Malawi, Mozambique, Madagascar, Comoros, Mauritius and Seychelles (i.e. Cluster 2).[OR1]

Under the overall supervision of the Project Manager of the RE2CLID project in Madagascar and the direct supervision of the RE2CLID Project Officer (CCCM) in Madagascar and in close collaboration with the RE2CLID SAIO Programme Coordinator in Malawi and relevant parties, including the IOM team in country, the successful candidate will be responsible and accountable for supporting the implementation, monitoring and reporting of CCCM related activities of the RE2CLID project in Madagascar.

Qualifications

Required Qualifications and Experience

Education

  • School diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Experience with data collection and information management tools for camp profiling, site monitoring, and service mapping
  • Experience in managing displacement-related projects, including site planning and service delivery.

Skills

  • In-depth knowledge of CCCM principles, standards, and operational frameworks, including Sphere Standards and IASC guidelines.
  • Strong understanding of displacement dynamics, camp management structures, and community participation mechanisms.
  • Knowledge of humanitarian coordination systems, including UN cluster approaches and inter-agency coordination platforms.
  • Familiarity with protection mainstreaming, accountability to affected populations (AAP), and gender-sensitive programming in camp settings.
  • Strong communication skills (written and verbal) in Malagasy and in French.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in French is required (oral and written).

Responsibilities

  1. Independently lead and coordinate the implementation of the project; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
  2. Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
  3. Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.
  4. Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
  5. Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
  6. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  7. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
  8. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
  9. Perform other related duties as assigned.
