Organizational Context and Scope
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with Heads of Units, the International Organization for Migration (IOM) Dublin, the Senior Programme Support Associate will be responsible and accountable for supporting the planning, development, implementation, monitoring, and reporting of IOM programmes in Ireland. The role will contribute to programme development, donor engagement, policy analysis, resource mobilisation, partnership-building, and compliance with IOM and donor requirements. The position works closely with programme staff, government counterparts, donors, United Nations (UN) agencies, Civil Society Organisations (CSOs), the Regional Office (RO), and Headquarters (HQ) to support the effective delivery and growth of IOM's programme portfolio.
The Senior Programme Support Associate will provide specialised programme support and coordination across multiple projects and thematic areas. The role requires the application of sound knowledge of programme management, migration issues, donor requirements, and results-based management, while exercising initiative and judgement in supporting programme quality, compliance, and strategic growth.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- High School diploma with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in project development and project management, humanitarian and migration-related activities, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies;
- Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;
- Experience in liaising with government authorities, national/international institutions and donors.
- Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector;
- Work experience in donor relations and grant management for specific donors of IOM’s interest;
- Experience in working with international culturally diverse teams;
- Confirmed experience in donor report writing in humanitarian and/or development settings; and,
- Experience with Results Based Management approach and other strategic planning approaches.
Skills
- Knowledge of monitoring and evaluation tools and protocols.
- Strong interpersonal & intercultural skills with an attention to detail.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).

Responsibilities
- Coordinate the implementation of IOM Ireland projects in accordance with IOM policies, donor requirements, budgets, workplans and timelines, contributing to achievement of expected results.
- Coordinate and analyse programme Monitoring and Evaluation (M&E) information, track programme performance results against established indicators and targets, and recommend corrective actions to improveoperational effectiveness and programme quality.
- Coordinate the preparation of and review donor reports, programme updates, briefing notes, and other related documentation by validating compliance with donor agreements and organisational standards to support accurate and timely programme reporting.
- Coordinate programme data collection, analysis, and information management processes, maintain accurate records, document lessons learned, and promote knowledge-sharing across programmes.
- Monitor, analyse, and report on migration trends, and emerging priorities in Ireland, preparing technical inputs that support programme planning, operational positioning, and funding opportunities.
- Contribute to the design and development of programmes, project proposals, concept notes, and funding applications by consolidating technical inputs and assessing alignment with IOM priorities, government needs, and donor requirements.
- Identify funding opportunities, analyse donor priorities, support donor engagement efforts, and contribute to resource mobilisation strategies aimed at expanding and diversifying the IOM Ireland funding portfolio.
- Maintain effective working relationships with donor counterparts, government authorities, diplomatic missions, Implementing Partners (IPs), and other relevant institutions to facilitate successful programme implementation and development.
- Support the preparation of communication and visibility materials, coordinate donor visits and briefings, and contribute to staff capacity-building initiatives related to programme development, reporting, and results-based management.
- Participate in relevant inter-agency forums, technical working groups, conferences, and meetings with government counterparts, donors, UN agencies, CSOs, and other stakeholders to strengthen partnerships and promote IOM priorities.
- Undertake duty travel as required, within the scope of the position, contributing to the effective delivery of programme support services and operational requirements.
- Perform such other relevant duties as maybe assigned.
