Organizational Setting The Joint Centre for Zoonoses and AMR (CJWZ) promotes and coordinates One Health action internally across FAO's programmes, centres/divisions/offices and with Decentralized Offices and externally, through coordinating with the Quadripartite (FAO, the World Health Organization - WHO, the World Organisation for Animal Health - WOAH and the United Nations Environment Programme - UNEP), as well as with a wide range of partners. Together with the Animal Health Service (NSAH) and with the Office of Emergencies and Resilience (OER) , CJWZ co-leads FAO's One Health (OH) Programme Priority Area (PPA) aimed at strengthening national and international One Health systems through early warning, risk reduction and the progressive management of emerging and endemic zoonoses threats, high impact animal and plant pests and diseases (APPDs) including those with epidemic and pandemic potential, including Antimicrobial Resistance (AMR). Given the global attention to Pandemic prevention and the necessity of a One Health approach, FAO was recently accredited to the World Bank's Pandemic Fund as one of 13 Implementing Entities. This represents a large opportunity for FAO to extend support countries and regional bodies to strengthen a One Health approach, and this in turn is triggering other investment opportunities for countries that require FAO's technical assistance, policy and programming support. FAO's growing One Health programme portfolio requires strategic coordination and continual partnership development.

The post is located in CJWZ at FAO headquarters in Rome, Italy.

Reporting Lines The Senior Programme Officer (Strategic Partnerships and Pandemic Fund Coordination) reports to the Chief of CJWZ/Chief Veterinary Officer and works in close collaboration with the Animal Production and Health Division (NSA), the Office of Emergencies and Resilience (OER), the Resource Mobilization and Private Sector Partnerships Division (PSR) and One Health Team members at global, regional and country levels.

Technical Focus Strategic programming, partnership development, resource mobilization, Pandemic Fund coordination and management, Fund liaison, investment planning, and capacity development.

Key Results Leadership and technical expertise for the planning, development and implementation of Programmes of Work, projects, related products and services in accordance with the FAO Strategic Framework.

Key Functions • Leads the development, implementation and evaluation of assigned programmes/projects; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions; • Coordinates programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies; • Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications; • Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations; • Manages outreach activities; designs and conducts training workshops and seminars, and makes presentations on assigned topics/activities; • Leads field missions, including provision of guidance to external consultants, government officials and other parties; • Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.

Specific Functions Strategic Partnership Development • Proactively leads strategic partnership development to facilitate the implementation of FAO's One Health Programme Priority Area and the Quadripartite One Health Joint Plan of Action through initiating and contacting a wide range of partners to maintain and explore funding opportunities, in close liaison with PSR; • Coordinates all advocacy initiatives in close collaboration with relevant offices for the purpose to raise the visibility and support further resource mobilization for One Health initiatives; • Leads on outreach activities, in particular, profiling FAO's role in the Pandemic Fund and other important multi-partner funding channels, including the Antimicrobial Resistance Multi-Partner Trust Fund (AMR MPTF) and FAO's One Health fund.

Pandemic Fund Coordination • Acts as primary liaison with the World Bank Pandemic Fund Secretariat and attends Board meetings, strategizing FAO's role and advising management on key developments; • Strategizes FAO's engagement through regular liaison with Members and regional bodies, fostering working relations with other Implementing Entities (such as WHO, UNICEF and the WB) and delivery partners; • Coordinates FAO's engagement in the Pandemic Fund through equipping a network of FAO focal points and supporting a growing portfolio of Pandemic fund projects, closely connected to FAO's country programming including to the Emergency Centre for Transboundary Animal Diseases - ECTAD, the Emergency Prevention System for Animal Health - EMPRES, the Emergency Management Centre - EMC and AMR work; • Coordinates the FAO's pandemic fund support team, providing key advice with the aim of ensuring smooth operations, implementation and monitoring and wider connections to ongoing programmes or opportunities; • Fields consultants to support proposal design or implementation support; • Maintains effective working relationships throughout the project cycle, liaising with the Project Support Division (PSS), providing support implementation, facilitating monitoring and compliance issues and ensures submission of reports, as required; • Provides regular monitoring and updates, as well as the evaluation for the Pandemic Fund (PF) portfolio of projects for management and the PF Board.

Investment Planning • More broadly, supports national One Health Investment planning, liaising closely with the FAO Investment Centre (CFI) and other partners internally and externally, such as the World Bank, including the coordination regarding country level work and key think pieces and evidence based analyses, such as for the return of investment for One Health.

Capacity Development • Leads capacity development efforts in support of staff in all locations with regard to One Health business strategy, partnerships and investment planning, through policy development, the production of training material and tools, where necessary.

Senior Representation • Represents FAO's One Health programme in meetings with government officials, resource partners in order to develop strategic partnerships, and represents CJWZ on organization-wide committees and working groups; • Submits regular updates to FAO senior management on strategic partnerships for One Health and the Pandemic Fund developments.

Minimum Requirements • Advanced university degree in in international development, development economics, international law, business administration, agriculture, agricultural economics, animal health, veterinary or another field relevant to the work of the Organization. • Ten years of relevant experience in project/programme planning and appraisal, as well as in the development of results-based management/monitoring systems, international development, aid programmes, advocacy, resource mobilization, investment planning, grant negotiations and management. • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions, is essential. • Extent and relevance of experience in leading strategic programming, business development, resource mobilization and negotiating relations with bilateral and multilateral institutions and partners. • Excellent communication skills, written and oral. • Excellent research and analytical skills. • Knowledge of UN system values, policies, rules, regulations, procedures is considered an asset. • Extent and relevance of knowledge/experience of partnerships in managing relations and outreach with partners, including for multi-partner mechanisms. • Demonstrated understanding and familiarity with public, private, governmental and non-profit organizations, particularly international organizations and International Financial Institutions, including the World Bank and mechanisms such as Financial Intermediary Facilities. • Extent and relevance of knowledge of current theories, issues and practices related to developing vision, strategies, and in preparing and coordinating programmes, preferably relating to the field of One Health.
