Organizational Setting The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines The Senior Programme Officer (Project Coordination) reports to the FAO Representative (FAOR) in Pakistan, and works in close coordination with the Deputy FAO Representative in Pakistan and the Assistant FAO Representatives (AFAOR) for Programme and Administration. He/she receives technical guidance from the FAO Regional Office for Asia and the Pacific (RAP) and relevant units at FAO headquarters.

Technical Focus Monitor and supervise the execution of programme activities, ensuring in particular close working relations with Khyber Pakhtunkhwa (KPK) government and line departments/authorities, and providing technical support and general supervision of FAO recruited staff in KPK province.

Key Results Leadership and technical expertise for the planning, development and implementation of programmes of work, projects, related products and services in accordance with the FAO Strategic Framework.

Key Functions • Leads the development, implementation and evaluation of assigned programmes/projects; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Coordinates programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies. • Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications. • Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Manages outreach activities; designs and conducts training workshops and seminars, and makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties. • Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.

Specific Functions • Supervises and coordinates the planning and implementation of the FAO programme in KPK province; prepares concept notes and new project proposals for different resource partners. • Leads the development of detailed projects work plans and a consolidated programme implementation plan; ensures timely development of procurement plans and manages day-to-day operations of the provincial office. • Manages a multidisciplinary team stationed in the province comprised of various experts (agronomist, livestock, irrigation, farmer field school expert, value chain and enterprise development experts, Anticipatory Actions and NRM specialists). • Develops and keeps close liaison with provincial authorities, line departments, UN agencies, private sector and other professional associations to ensure timely conduct of programme activities, including contractual arrangements. • Monitors and supervises the work of consultants, institutions, relevant government staff and other partners; facilitates meetings and ensures the timely and responsive delivery of planned outputs and reports for all projects implemented in the province. • Provides advice to develop provincial policies and strategies under the national protocols and guidelines for projects with specific domains related to FAO's work. • Provides support to the AFAOR and FAO missions and consultants visiting/engaged in assignments in the province, including arranging the preparation of itineraries, appointments and liaising with the country office to assist with travel and other logistical arrangements. • In consultation with the Anticipatory Actions project team, determines dates, agendas, budgets and participation for capacity development components of the programme and arranges/conducts workshops and exchange visits. • Supervises value chains development, integrated natural resource management work in the project areas; introduces Climate Smart resilient agriculture practices for testing and replication, building on local/indigenous knowledge and innovations and recent research findings, in close collaboration with the National Agricultural Research Center (NARC). Pakistan Agricultural Research Council (PARC), research institutes at provincial level and academia. • Ensures that inputs, equipment, technical assistance and services are provided to beneficiaries efficiently and in a timely manner. • Facilitates mainstreaming gender, Disaster Risk Reduction (DRR), Protection, Accountability to Affected Population, involvement of youth and nutrition in all FAO projects and programmes of the province. • Works in close collaboration with the Islamabad based team of experts to prepare periodical and timely reporting on the progress of activities and issues arising for resource partners and government counterpart.

Minimum Requirements • Advanced university degree in economics, business administration, management or related fields. • Ten years of relevant experience in project/programme planning and appraisal, as well as in the development of results-based management/monitoring systems. • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Extent of relevance of experience in planning and implementation of complex projects/programmes in developing countries related to agriculture development. • Extent and relevance of experience in programme/project management, in the management/operation of small-, medium and/or large-scale projects at country and regional levels, including in-depth knowledge of related administrative, operational and financial procedures. • Level of experience working with international organizations/resource partners including on implementation of participatory and community focused projects. • Good interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community based organizations). • Experience in analysing food systems/value chains, natural resources management and related issues. • Experience in the preparation of technical and policy reports, guidelines and manuals. • Proven capacity to work in challenging and remote locations. • Ability to mobilize resources.
