Org. Setting and Reporting This position is located with the United Nations Development Coordination Office (DCO) as part of the DCO Donor relations and Resources mobilization team in the Front Office in New York, but hosted and matrixed with the UN Office in Brussels.

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO assumes managerial and oversight functions of the Resident Coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG).

Headed by the Director of the UN/UNDP Office in Brussels and Representative of the UN System in the European Union (EU), the UN Brussels Team (UNBT) is comprised of 31 UN agencies, funds and programmes, including DCO (which is represented by the Deputy Director based in New York). The UNBT works in support of the UN system to nurture the EU-UN strategic partnership on the 2030 Agenda, and other key global commitments. A key focus is to foster a collective and coherent approach of the UN system in engaging with the EU, making it a key strategic interlocutor for DCO and the Resident Coordinator system.

The Senior Programme Officer will provide guidance to UN Resident Coordinators on EU partnerships and support their relations with the EU at the Brussels-level. The incumbent will have a dual reporting line to the Director of the UN Brussels Office and to the DCO Deputy Director. S/he will work in close collaboration with the Director and members of the UN Brussels Office, DCO NY and liaise with UNBT representatives.

Responsibilities Within delegated authority, the Senior Programme Officer will be responsible for the following duties, under the day-to-day supervision of the UN Brussels Office: - Steer and Facilitates the liaison and partnership with the European Union for DCO and the Resident Coordinator system; supports Resident Coordinators with regard to EU priorities and programming objectives in particular to strengthen the engagement at field level with the EUDEL, Team Europe and Team Europe Initiatives; - Ensure Strengthening on s collaboration and exchange between the UN Brussels Team and DCO including support and facilitation of systematic engagement by Resident Coordinators with the EU at country level, in coordination with DCO Regional Directors. - Liaises with, forges and maintains partnerships with EU Member State representatives and relevant EU bodies with regard to the Resident Coordinator system and the UN development system reform. Delivers presentations on related topics and activities. - Drives the EU partnership within the DCO Donor relations and resource mobilization team, working in close liaison with colleagues in New York and as part of the strategy guidance of the UN Brussels Office. Ensures outreach and activities on funding for the RC system with EU bodies and advocates for the RC system with EU Member States, providing advice and inputs to the UN Brussels Director, DCO NY and contributing to the preparation of related documents/reports. - Supports and Provides day-to-day guidance and advice on relations with the EU to the UN Brussels Director, the DCO Deputy Director overseeing the DCO-EU partnership and to the Resident Coordinators. - Supports the UN Brussels Director and office in liaising with EOSG to support relevant EU-UN initiatives at the senior level. - Under the supervision of the Brussels Director and DCO Deputy Director provides substantive support to consultative and other meetings and conferences between the EU and the UN on the Resident Coordinator system and the UN development system reform, to include proposing agenda topics, identifying participants, preparation of documents and presentations. - Supervises preparation of and contributes various written outputs, e.g. key messages, background papers, analysis, substantial sections of reports and studies and inputs to publications on the Resident Coordinator System and UN development system reform. - ; Identifies priorities, problems and issues to be addressed and proposes corrective actions with regards to the Resident Coordinator System and UN development system reform. - supports the Director UN Brussels Office and the UNBT in the coordination of EU policy development, including in particular inputs from the Resident Coordinator system as relevant; reviews assessments of issues and trends, preparation of evaluations or research activities and studies. - Facilitates survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. - Facilitates missions related to UN and EU priorities in support of the Resident Coordinator system guided by the UN Brussels Director and DCO as appropriate, including provision of guidance to government officials and other parties as relevant and drafting mission summaries. - Supports and can when agreed substitute the UN Brussels Director to serve as an effective spokesperson for DCO and the Resident Coordinator system and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. - May perform other duties as required.

Work implies frequent interaction with the following: - DCO Deputy Director - UN Brussels Director and UN Brussels Office - Resident Coordinators in the field - Members of the UN Brussels Team and counterparts, DCO and the Resident Coordinator system, EOSG, senior officers and technical staff in relevant Secretariat units and in UN funds, programmes and other UN specialized agencies. - Representatives of EU Member States in Brussels, services of the European Commission and other EU bodies as relevant. - Representatives and officials in the Belgian government and international organizations - including think tanks present in Brussels.

Expected Results: Provides well-informed and coordinated as well as timely support to the Resident Coordinator system on priority items relating to the EU; effectively establishes and drives partnerships with EU bodies and EU Member States for the Resident Coordinator system, in close coordination with the UN Brussels Office; provides leadership and support for DCO New York and Regional Offices from Brussels, in close coordination with the UN Brussels Office and the members of the UN Brussels team, on relations with the EU; delivers thorough contributions and advice to the UN Brussels Director and the DCO leadership in New York drawing attention to any matters that require engagement from New York; ensures coherent DCO outreach and engagement with the EU between New York and Brussels; and leads on outreach for funding for the RC system within the DCO partnerships and resource mobilization team in New York.

    Education Advanced university degree (Master’s degree or equivalent) in international relations, political science, sustainable development, economics, public policy, social sciences, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of ten years of progressively responsible experience in partnership building and outreach at international level with the United Nations system or a comparable international organization is required.

    A minimum of three years of experience in developing and implementing outreach strategies for sustainable development activities with the UN or other major multilateral institution is required.

    Experience in managing development partnerships with Member States and donors, including the EU and its membership is desirable.

    Field experience in a development or humanitarian context with the UN system is desirable.

    Experience with inter-agency or interorganizational collaboration in the development sector is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of another UN official language is an advantage.
