Org. Setting and Reporting This position is located in the Policy, Planning, Monitoring, and Evaluation Service (PPMES), in the Executive Direction and Management Division (EDM), of the Office of the High Commissioner for Human Rights (OHCHR), in Geneva. The incumbent reports directly to the Chief of PPMES.

Responsibilities Within delegated authority, the Senior Programme Officer (Change Management) will be responsible for the following duties:

  • Facilitates the development and implementation of organizational change activities across OHCHR, ensuring alignment with the High Commissioner’s Organizational Management Plan and vision and with a view toward effectively integrating UN 2.0 Quintet for Change.
  • Undertakes, in coordination with senior leaders and change management team, survey initiatives; guides design of data collection instruments; reviews, analyzes, and interprets responses, identifies problems/issues and prepares conclusions.
  • Where relevant, coordinates policy development, reviews the assessments of issues and trends, and oversees the preparation of evaluations, research activities and studies.
  • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
  • Supports the preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
  • Substantively supports to consultative and other meetings, workshops, etc., including proposing agenda topics, identifying participants, preparation of documents and facilitating officewide engagement.
  • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
  • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Serves as an effective spokesperson and establishes collaboration, partnerships and communication channels with key stakeholders at all levels inside and outside the organization.
  • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff
  • May perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, law, international relations, political science, economics or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten (10) years of progressively responsible experience in programme management, policy development and coordination, change management, administration or related area is required.

A minimum of seven (7) years, in the last ten (10) years of international or field experience in human rights contexts is desirable.

Experience providing advice and support to senior officials is desirable.

Experience conceptualizing and supporting the implementation of complex organizational change processes is desirable.

Experience managing a team is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.
