It is one of the largest players for cultural programs in Afghanistan and provides supports in the protection of cultural heritage and the promotion of social cohesion and nation building. Within this overall framework, UNESCO is currently implementing several different cultural programs, aimed to protecting and promoting Afghanistan culture in all its dimensions, both tangible and intangible, and contributing to the social and economic development of the country. UNESCO is looking for a committed Senior Programs Officer to provide support to the Culture Unit and coordinate a range of specialized support services. The work context calls for a good knowledge of administrative rules and specific experience in program, portfolio management and cultural projects. The incumbent will liaise and work with staff at various levels within the Culture Unit, and other relevant services across the Office and other stakeholders. Long Description ---------------- 1. Managing technical, administrative, and financial related activities of Culture Unit in terms of planning, implementation, monitoring, and reporting of all ongoing regular and extra budgetary programs. 2. Providing and managing UNESCO’s work in the field of Culture, including in the preparation and implementation of meetings, workshops, training programs, Technical Working Groups, etc. 3. Liaising and coordination with other relevant national institutions in the field of culture, Non-Government Organizations, and any other relevant stakeholders in the field of culture. 4. Accompanying the Director, the Head of the Culture Unit, or other high-ranking officials in meetings with any relevant stakeholder and UNESCO’s partner in Afghanistan. 5. Planning, implementation, and facilitation any UNESCO missions within Afghanistan to implement any project activities related to the protection, conservation, and preservation of heritage in the country. 6. Providing technical support to the establishment of proper regulatory tools and mechanisms to protect and manage cultural heritage in Afghanistan, with a focus on the implementation of the UNESCO conventions. Long Description ---------------- 1. Assisting in elaborating the Culture Unit content on UNESCO Kabul website, making sure that available information is up to date. 2. Supporting Head of the Culture Unit and the Director of the Office in any additional tasks that may contribute to the overall planning, implementation, monitoring and evaluation of activities and further fund raising. 3. Support Head of CLT Unit in supervising the national staff, implementing partners, assist consultants and provide necessary assessments, technical input and policy advice to program areas; 4. Provide support to the Head of Unit in procurement related activities as per UNESCO standard procurement regulation and policy. Periodically review and refine program activities and adjust programmatic and financial plans as necessary. Long Description ---------------- 1. Work collaboratively with the Head of Culture Unit to design and implement a risk matrix for the program, and report regularly on the risks related to the successful delivery of the program. 2. Coordinate periodic meetings, prepare narrative reporting to the donor and liaise with UNESCO Headquarters to ensure that periodic financial reporting is submitted to the donor in a timely manner. 3. Provide input to strategic planning of interventions of UNESCO Office in Afghanistan and resource mobilization initiatives, bringing in experience gained from the program. 4. Previous experience with a multilateral or international organization, preferably within the UN system including at least one international assignment. Previous experience in implementation of large-scale program with portfolio management skills. Previous experience in managing staff, planning, implementing, and monitoring cultural projects.
