How can you make a difference?

The Senior Programme Specialist reports to the Chief of Health for overall strategic guidance and general supervision. The Senior Programme Specialist is responsible for the overall coordination of the Health Sector Transition Programme (HSTP), planning, managing, implementing, monitoring, evaluating, and reporting the progress of the HSTP. The Senior Programme Specialist is responsible for managing the Project Implementation Team in UNICEF, ensuring integrated multi-sectoral approach and linkage with operations teams in UNICEF, while at the same time directly engaging with the Project Management Unit based in the Ministry of Health and the Operational Steering Committee of the HSTP. He/she is accountable for effective technical, and programme support to facilitate the application and adaptation of relevant policies and strategies to achieve strategic and operational priorities and objectives of HSTP assisted countrywide integrated health services delivery and systems strengthening. The Senior Programme Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.

Summary of key functions and accountabilities

1. Effective leadership, managerial guidance and coordination provided to ensure the achievement of HSTP integrated health services delivery and systems strengthening goals.

2. Country programme management strengthened by effective knowledge management and system.

3. Situation Analysis prepared/updated, critical programme intervention point, measures or adjustments identified, and programme work plans and recommendations prepared.

4. Rights-based and Results-based management approach fully incorporated into all phases of programme and project programming, and the value and quality of programme/project strategy and implementation effectively enhanced.

5. Programme funds optimally used.

6. Programme evaluations effectively conducted, and the results disseminated in a timely fashion to stakeholders in order to improve programme performance.

7. Commitment and institutional capacities of the national and local partners effectively gained and promoted.

8. Rights perspective and advocacy at the national, community and family levels incorporated into policy analysis for establishing and elevating UNICEF’s credibility in national and international policy debates.

9. Effective advocacy, communication and networking achieved through partnership and collaboration.

To qualify as an advocate for every child you will have…

Education

  • Advanced university degree in Public Health, Health Economics, Social Sciences, International Relations, Government, Public Administration, Economics, Project Management, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.

Experience

  • Ten years of relevant professional work experience in Programme Management.
  • Hands on technical expertise in implementing health and other social sector related projects and programmes.
  • Field experience managing development/ humanitarian projects in Public Health and related fields.
  • Experience with multi-donor supported projects in the health and related sectors.
  • Experience engaging and managing complex working relationship at senior level with donors, implementing partners, and Government authorities.
  • Experience managing multi-disciplinary, high-performance teams.
  • Expertise delivering in complex and highly demanding environments.
  • Background/familiarity with Emergency

Language

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
