The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international body working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. From 2022 to 2030, this CCAC’s work is guided by its 2030 Strategy.

Reporting to the Senior Portfolio Manager, the incumbent will be part of the CCAC Secretariat, hosted by the United Nations Environment Programme (UNEP) in Paris, France.

Functional Responsibilities

The Programme Manager (Monitoring & Evaluation, Communications) will be responsible for ensuring that all CCAC projects, activities, and contracts support the CCAC’s strategic vision and are designed to achieve intended results in a cost effective and timely manner.

The Programme Manager will lead the design of the CCAC’s new monitoring & evaluation (M&E) strategy, working in close collaboration with programme managers, government officials, and non-government and civil society organizations. After completing the strategy, the Programme Manager will be responsible for its implementation and the ongoing review, analysis, and reporting of the performance of the CCAC’s global project portfolio.

This role will be instrumental in implementing the CCAC 2030 Strategy, supporting effective project management, and strengthening communication about performance and value to donors, partners and other stakeholders.

The initiatives to be undertaken by the incumbent include, but are not limited to, the following:

1. Design, lead and implement the CCAC’s monitoring and evaluation (M&E) strategy

  • Lead a task team comprised of state partner government representatives, scientists and technical experts to develop and seek approval for the CCAC’s new M&E strategy and framework
  • Update the Theory of Change and logical framework
  • Develop monitoring and impact indicators, ensuring that baselines and targets are consistent with the 2030 Strategy and Engagement Strategies
  • Provide training and guidance on Results Based Management and M&E to project teams and partners
  • Direct the coordination across project teams to ensure effective implementation of M&E
  • Report on progress to the CCAC Board, made up of senior government and non-state representatives

2. Lead the analysis of data and production of related reports

  • Design and set up tools, platforms, and templates to collect and analyse M&E data
  • Develop approaches for following up with project beneficiaries, namely government representatives
  • Lead and oversee the production of the annual report and evaluation report and ensure they are shared with key stakeholders and donors
  • Support reporting to CCAC governance bodies and donors and ensure alignment with UNEP reporting requirements
  • Record and circulate lessons learned, impact achieved and good practices

3. Oversee standards and process for project implementation and quality assurance

  • Manage the call for proposals process, including determining selection criteria and reviewing proposals
  • Guide the development of project implementation plans and consultant work plans to ensure they align with the CCAC’s 2030 goals and M&E requirements
  • Identify bottlenecks during project implementation and prepare recommendation for the Head of Secretariat and/or CCAC Board on strategies to minimize or eliminate them
  • Provide expertise to the country needs analysis process, including by establishing links to the CCAC’s M&E approach

4. Oversee and manage the communication of results and achievements

  • Oversee the design of the CCAC’s new website and ensure that CCAC results and data are featured prominently
  • Ensure results are regularly communicated on the website, social media, and in communication materials disseminated to government officials, partners and the press
  • Develop the annual communications work plan, budget and targets and manage its implementation
  • Provide ad hoc support on communications, including for CCAC Ministerial and other major governance meetings

5. Coordinate SLCP research and data collection

  • With relevant Scientific Advisory Panel members, establish a system for recording SLCP emissions trends
  • Oversee the collection of information on government policy actions
  • Support the analysis and distribution of the information collected

6. Personnel management

  • Lead and motivate consultants and interns under his/her supervision
  • Ensure that behavioural expectations of consultants and interns are established
  • Ensure that performance reviews are conducted fairly, accurately and timely
  • Select, recruit and train consultants and interns as required and take into account gender parity and diversity objectives.
  • Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection

Education/Experience/Language requirements

Education

● Advanced university degree related to international relations, business administration, development or a related field, is required

● PRINCE2 certification (Foundation) is required

Experience

● A minimum of 7 years of professional experience is required

● Experience in an international environment is required

● Knowledge of climate change and climate-related development issues is required

● Experience in project management, development and related monitoring systems is required

● Advanced experience with database management/MS Office is required

● Experience in communication and content development is desirable

Languages

● Fluency in English (written and oral) is required

● Working knowledge of French (written and oral) is required

● Additional knowledge of other UN official languages is an asset

Contract type, level and duration

Contract type: ICA Contract level: IICA-3/ICSC-11 Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
