Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. Additionally, UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Background Information - Job-specific

UNOPS Myanmar strategy calls for a diversification of the portfolio under the Partnerships-Project Management-Infrastructure (3PI) unit, which has led to an extensive partnership development effort in the past years, mainly in the Health sector thanks to its wide experience and delivery track. Several large health sector projects (including procurement, infrastructure and project management activities) are in an initiation phase and require a thorough coordination in order to continue delivering as per our commitments to our counterparts while ensuring the highest level of quality assurance processes are adhered to. The current position will concentrate on the delivery of this growing health projects portfolio in a programmatic manner, taking into account the coordination of activities between the different projects to achieve a common outcome.

Functional Responsibilities

Under the supervision of the Head of Programmes, the Senior Programme Manager will be charged with the management of a specific set of projects and additionally act in a deputy role to the Head of Programmes. He/She will apply advice/guidance on best practices in programme and project management to strengthen the knowledge and skills of project developers, project management practitioners and project support personnel for 3PI project delivery. The Senior Programme Manager will work in close collaboration with the Project Manager for the successful implementation of their respective projects.

To lead the implementation of programme, the key tasks that can be request from the Senior Programme Manager are the following:

Programme/project governance, implementation and monitoring

  • The articulation of the overall programme strategy and its objectives, and the oversight of the individual projects to reach the larger outcome;
  • The development and implementation of the programme governance framework, and acceptance of responsibility for projects management and governance as delegated by the Head of Programmes;
  • The definition of project work packages and development of implementation strategies for the programme and individual projects to achieve consistent delivery;
  • The creation of resource plans for the programme and support functions;
  • The coordination to improve the flows between project activities and support services and ensure effective and efficient achievement of goals;
  • The execution of the programme/project implementation plans in collaboration with the team and partners, including setting objectives, performance measurements, standards and results expected to ensure timely and client-oriented services;
  • The mentoring and assistance to Project Managers/Engineers in planning, execution and delivery of allocated projects, ensuring incorporation of best practice project management processes, including the development of specific gender action plans, capacity building plans, closure plans, etc. as required; and
  • The assistance to the project managers in the communication, coordination and negotiation process with the stakeholders;
  • The mentoring and assistance to Project Managers/Engineers in the supervision of the respective project teams;
  • The monitoring and assurance of implementation activities in compliance with UNOPS PMM requirements and with capitalization on the excellence model adopted by UNOPS;
  • The facilitation of project end stage reviews and regular health checks, supporting the implementation of effective internal control environment and quality assurance activities.
  • The timely and accurate project tracking, analysis of outputs, and reporting, as well as overall tracking of delivery/benefits of the programme/project operations;

Programme/project development and planning

  • The development, in direct collaboration with the partnerships team, of pre-engagement strategies and project implementation options;
  • The support during the formulation phase of new initiatives, with participation and input into project engagement and acceptance documents including assisting in certain stages and providing quality assurance and quality control of project documents;
  • The advice at portfolio level on the management of resources, finance, quality, risks, stakeholders and reporting in relation to programme operations;
  • The consultation and collaboration with internal and external colleagues and partners to ensure linkages, consistency, and harmonisation of approaches and compliance with guidelines, framework and standards of accountability, integrity and performance; and
  • Perform other duties as required.

S/he is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

The assignment is based in the UNOPS office in Yangon, but it might involve travel to project locations as needed.

Education/Experience/Language requirements

a. Education - Master's degree in biomedical engineering, clinical engineering, bioengineering, or other fields related is required. - A combination of Bachelor’s degree with additional 2 years of relevant work experience in biomedical engineering, clinical engineering or bioengineering may be accepted in lieu of the education requirements outlined above. - Desirable certifications in Project Management (PRINCE2, PMP, PMI, etc…)

b. Work Experience

  • Minimum seven (7) years, depending on the academic merits, of progressive experience in management of medical equipment projects and/or health infrastructure projects (primary, secondary or third level) is required.
  • Said experience should include the technical and financial coordination and management of projects in the sphere of organizations from both the public and / or private sector and / or international organizations is preferable.
  • Desirable experience managing construction projects and medical equipment in networks of care, integrated, referential systems or regions of the health sector.
  • Previous experience in developing context, as well as, in a multicultural environment is a strong asset.
  • Past work experience with UNOPS will be considered a strong asset.

c.Languages

  • Full working knowledge of English is required.
  • Fluency in other UN languages is an asset.
