Org. Setting and Reporting The Senior Programme Officer (Senior Evaluation Specialist) reports to the Chief of the Policy and Innovations Section in the Policy and Programming Branch. The focus of these jobs is to lead or direct implementation, monitoring and evaluation of programmes, operations, policy development and other activities in enhanced UN Development System (UNDS) contribution to the 2030 Agenda through the design, conduct and effective use of high-quality system wide evaluation, and specifically evaluations of the UN Sustainable Development Cooperation Framework (“Cooperation Framework”).

Responsibilities Within delegated authority, the Senior Programme Officer (The Senior Evaluation Specialist) supports the work of UN DCO to ensure organizational learning and accountability for the Resident Coordinator (RC) System. S/he works with focal points in the Resident Coordinators’ offices to provide technical advice on evaluation-related matters.

The Senior Evaluation Specialist ensures the application of UN Evaluation Group (UNEG) norms and standards, procedural guidelines and quality assurance of Cooperation Framework (CF) evaluations. S/he advocates for the uptake and use of evaluation results in UN DCO and the RC system.

The Senior Evaluation Specialist will collaborate with the wider UN DCO/RC System –including the Communications and Results Reporting Section – and the UNDS to strengthen high-quality, independent, and impartial system-wide evaluation mechanisms. In line with the Secretary-General’s report on the repositioning of the UNDS, the role will support the system-wide evaluation to strengthen oversight, transparency and accountability as well as joint work and collective learning, to enhance the contributions by the UNDS to report on the advancement of the 2030 Agenda.

Within delegated authority, the Senior Evaluation Specialist will be responsible for the following:

•Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; by drafting management responses in support of RCs/RCOs/UNCTs with design, conduct and use of CF evaluations, in collaboration with UNEG and in line with official CF evaluation guidelines, notably, quality assurance with regard to CF evaluation ToR. •Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. •Directs research and programme evaluation and presents information gathered from diverse sources by mainstreaming of evaluation principles and imperatives into programme of work such providing a framework for quality scoring of CFs in support to other DCO units •Coordinates policy development and progress report and track implementation of CF evaluation recommendation; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, •Undertakes survey initiatives; standardize evaluation methodologies, ensuring quality standards, liaise with RCs/RCOs/UNCTs to support the design of M&E frameworks in the design of CFs. •Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. •Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Manages outreach activities; support consolidation of lessons learned from the System-Wide Evaluation (SWE), including CF evaluations, to inform UN DCO policy and programming guidance, and UNSDG wide discussions related to evaluation matters and findings as relevant. Leads dialogues with programme countries , including provision of guidance to external consultants, government officials and other parties and drafting mission summaries in collaboration with evaluation expert, etc. •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). •Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. •Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff •Strengthen delivery of results-based management around the CF in support of RCs/RCOs/UNCTs. •May perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. Work experience in designing and delivery of innovation strategies in the context of development operations is desirable. Experience in managing a large multicultural team at country, regional and global levels is desirable. Experience in the United Nations system or a comparable international organization is desirable. Experience at the headquarters of a development cooperation organization is desirable. Experience with inter-agency or inter-organizational collaboration in the development sector is desirable. Field experience in development cooperation is desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
