Org. Setting and Reporting This position is located in the Digital Transformation Project Management Office (PMO), Programme Support and Management Services (PSMS), in the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The Senior Programme Management Officer reports to the Chief of PSMS.

Responsibilities Within delegated authority, the Senior Programme Management Officer will be responsible for the following duties:

1. Office-wide digital transformation: - Leads Office-wide digital transformation efforts, including the implementation of a digital transformation strategy that builds on the Organizational Effectiveness Action Plans (OEAP) on Digital Technology, the leveraging data ‘shift’, and recent and future assessments of Office-wide digital needs. - Carries out day-to-day oversight of the Project Management Office and ensures Office-wide participation and cohesion in digital transformation, development/absorption of systems and tools to meet needs, consistent with OHCHR/UN enterprise architecture roadmaps, as well as change management, change communications and the design of learning support to facilitate uptake and use.

2. Development and planning: In close coordination with the Chief of the Information Management and Technology Section (IMTS), the incumbent: - Leads the Programme Management Office (PMO) and the digital transformation working group in evaluating, prioritizing and delivering complex information technology (IT) projects. - Ensures an Office-wide approach and consideration of needs across the full range of OHCHR components, field and headquarters. - Ensures that the PMO provide appropriate levels of analysis, programmatic management support, and advice across the Office regarding all proposed and ongoing digital technology project activities, while maintaining and implementing appropriate standards and best practices in line with UN policies and procedures. - Provides advice and support in strengthening project governance structures and processes and ensuring coherence across UN Human Rights’ digital transformation. - Directly contributes to strategic advice and direction on digital technology programme and project management activities. - Ensures programmes and projects contribute to strategic objectives of OHCHR. - Identifies, and anticipates in a timely manner, potential risks and issues and advises mitigating measures to the project board.

3. Set-up and closure: - Facilitates the development of digital technology programme/project plans, including the collation of lower-level plans into programme/project-level milestones, ensuring efficiencies and Office-wide interoperability across digital technology projects, fully incorporating the needs of UN Human Rights field presences. - Develops, tracks and maintains dependencies and provides advice to management to ensure quality of delivery throughout the project lifecycle. - Liaises closely, supporting the Chief of IMTS and other divisions on project operational issues. For project closure purposes, acts as a focal point between the Project team and IMTS support team to ensure smooth handover of the project from development phase to operations/production phase.

4. Monitoring and reporting: - Coordinates closely with Donors and External Relations Section (DEXREL) to ensure regular review of project status, evaluating performance criteria (scope, cost, schedule and quality). - Maintains progress reports in conjunction with DEXREL. - Identifies and anticipates in a timely manner, potential risks and issues specific to delivery forecasts, and advises mitigating measures to the PBRB. - Performs routine maintenance and implementation of effective monitoring and evaluation systems of digital technology programme and project activities, in line with OHCHR internal and donor requirements, and provides advice and support to portfolio managers and teams to facilitate quality delivery. Within the context of monitoring and evaluation, ensures all projects submitted and regularly updates specific milestones and targets for the duration of projects' life cycles, and tracks progress as per OHCHR and donor requirements. - Provides editorial support to programmes and projects, ensuring effective and timely dissemination of reports, in line with project documentation and clients' expectations.

5. Stakeholder engagement: - Develops stakeholder profiles and facilitates the formulation of stakeholder engagement strategies. - Coordinates stakeholder engagement and communication, ensuring effective timing and interdependency management of communications across programmes and projects. - Coordinates internal programme/project communications. - Monitor the effectiveness of programme/project communications.

6. Quality assurance: - Ensures monitoring of projects is carried out regularly in order to accomplish set targets and results for projects/portfolios. - Makes sure there is adequate risk-based internal control system and mechanisms in place for effective governance of OHCHR digital technology projects. Adequate quality management procedures are applied across digital technology projects/portfolios of OHCHR programmes. - Identifies threats and opportunities, and evaluates implications at the organizational level. - Forecasts and tracks benefits (outcomes) to be realized. Ensures compliance with UN standards for OHCHR digital technology programme/project management. - Coordinates quality reviews of programme/project documents and deliverables. Provides quality control for management products (project documents, reports, etc.).

7. Training and capacity building: - Facilitates the design and delivery of training and other learning experiences for the uptake of the digital systems and tools developed by the PMO. - Provides advice and support to project management practitioners on how to embed best practices of project and programme governance, risk management, project and programme management. - Contributes to the oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely and appropriate manner.

Education Advanced university degree (Master’s degree or equivalent) in information technology, computer science, systems architecture, digital strategy, business administration, management, or a related field is required. A first level university degree in the specified fields of studies, in combination with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in change management and digital technology project delivery is required.

Experience in the implementation and/or supervision of digital technology programmes and projects in the United Nations common system or similar international organizations/bodies is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French, (both oral and written) is required; Knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
