More about P-5 contracts and their salaries.Org. Setting and Reporting This post is located in the Executive Office of the Secretary-General (EOSG), in the Sustainable Development Unit (SDU). The incumbent will report to the Deputy Director of SDU.
EOSG, under the guidance of the Secretary-General (SG), work as a team pursuing in a cohesive and coherent manner, the SG's vision, priorities and policies for his second mandate in office. It seeks alignment of the United Nations family with the SG's vision, priorities and policies. It is guided by the necessity of securing the highest standards of efficiency, competence and integrity and of achieving gender and regional balance among staff.
All EOSG units will support the EOSG senior officials, as appropriate, depending on the tasks at hand, regardless of which senior official they formally report to, and will work together through a matrix team approach, as necessary, to ensure EOSG leads by example on integration and cross-pillar work.
Responsibilities Under the general direction and direct supervision of the Deputy Director, the Senior Programme Management Officer will be responsible for the following duties:
- Support the implementation the Secretary-General Global Health Engagement Strategy as part of Our Common Agenda and the Sustainable Development Goals (SDG), including: - Identification of key pillars for engagement with workstream leads for Our Common Agenda (WHO, UNICEF, UNFPA, UNAIDS, etc ), and relevant discussions with stakeholders to understand key challenges and opportunities. Increasing focus on efforts to elevate these priority areas. - Follow and support member states and UN system wide COVID-19 response, and pandemic preparedness efforts, with a strong focus on ensuring health as a global public good as outlined in Our Common Agenda. - Support the SG and DSG vision on gender equality, reproductive health and rights, and women’s empowerment as a cornerstone of sustainable development, encouraging and promoting effective UN delivery of women’s rights and public, public-private, and civil society partnerships. - Support the roles of the Secretary-General, Deputy Secretary-General and EOSG, aligned with UN development system reforms. - Support the implementation of the UN and global response to mental health and well-being, including the Secretary-General's championing role and advocacy roadmap for 2022-2024.
- Support efforts to reduce fragmentation across the health landscape toward universal health coverage (UHC) to strengthen coherence, including linkages to food security and nutrition. This includes: - Ensure cohesion across the high-level meetings on health issues that come to the UN General Assembly and integration of the social determinants of health into UHC/SDG3 Global Action Plan efforts to improve health outcomes (e.g., WASH, education, nutrition, climate change, urbanization); - Follow and engage in health-related UN General Assembly resolutions negotiations as required; strengthen stakeholder engagement.
- Support regular functions of the Sustainable Development Unit in EOSG, including: - Organize and prepare draft briefing notes, background papers, analysis, sections of reports and studies, inputs to publications, etc. - Prepare/review written reports, Secretary-General reports, documents and speeches related to global health for UN senior management. - Supports the Deputy Director on budget and project management to support the global health work. In particular, monitor progress against project goals and recommend actions and changes as needed to address implementation gaps for the team, preparation of progress /final reports, financial reports to donors.
Perform other tasks in support of global health within EOSG, as required.
Competencies Professionalism: Extensive knowledge and understanding of global health policy and additional knowledge on food security and nutrition would be welcome. Experience working with multi-stakeholder partners in support of UN programs and causes. Ability to identify issues, analyze and participate in the resolution of issues/problems. Conceptual analytical and evaluative skills to conduct independent research and analysis. Ability to produce reports and papers with strong writing skills on technical issues and to review and edit the work of others. Knowledge of institutional mandates, policies, and guidelines. Education Advanced university degree (Master’s degree or equivalent) in public health, science and technology, public administration, international relations, development or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of ten years or equivalent progressively responsible experience in global health, science and development or a related area, is required.
Experience in capacity building, managing multi-stakeholder partnership processes, including with partners from governments, the United Nations, the private sector and/or civil society, as well as in the development and implementation of policies and measures furthering global health at the international level, is required.
Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of French or other official languages are desirable.
Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
