Org. Setting and Reporting The EOSG, under the guidance of the Secretary-General (SG), work as a team pursuing in a cohesive and coherent manner, the SG’s vision, priorities and policies for his second mandate in office. It seeks alignment of the United Nations family with the SG’s vision, priorities and policies. It is guided by the necessity of securing the highest standards of efficiency, competence and integrity and of achieving gender and regional balance among staff.

All EOSG unit will support the EOSG senior officials, as appropriate, depending on the tasks at hand, regardless of which senior official they formally report to, and will work together through a matrix team approach, as necessary, to ensure EOSG leads by example on integration and cross-pillar work.

On September 10, 2021, the UN Secretary-General launched Our Common Agenda (A/75/982) offering his vision for more inclusive, networked and effective multilateralism better suited to the challenges of an interconnected world in which no community or country can solve its challenges alone. The report was prepared as a response to the UN75 Declaration (A/RES/75/1) in which Member States requested the Secretary-General to make recommendations to advance our common agenda and address current and future challenges. In General Assembly Resolution A/RES/76/6 of 3 November 2021, the General Assembly welcomed the “rich and substantive” Common Agenda report as a basis for further consideration. The Assembly has requested the Secretary-General to inform and engage Member States as well as other partners on follow-up action and called upon the President of the General Assembly to initiate intergovernmental consideration of the proposals. In Resolution A/RES/76/307, the General Assembly decided to hold a Summit of the Future in 2024 preceded by a preparatory ministerial meeting in September 2023. The Summit will have an intergovernmentally negotiated outcome and will consist of plenary meetings and interactive dialogues to be held I parallel. The preparatory process will consiste of consultations to determine the scope of the summit and negotiations on the outcome document, with strong multistakeholder participation throughout. The Secretary-General is requested to support Summit preparations and negotiations with action-oriented recommendations.

To fulfill these requests from the General Assembly, the Executive Office of the Secretary-General will support Summit preparations and negotiations and, more broadly, oversee the Common Agenda follow-up process, including UN system implementation and engagement with Member States and other stakeholders. This position is located in the Office of the Under-Secretary-General for Policy in the Executive Office of the Secretary-General (EOSG), within the team established to deliver on the above, and to provide related policy advice, communications, fundraising, budgeting, and administration. The Programme Officer will report to the Common Agenda Director. This position is funded from extra-budgetary resources.

Responsibilities Within delegated authority, the Senior Programme Officer will be responsible for the following duties: - Provides strategic advice and support to the Common Agenda Director on all aspects of Summit of the Future preparations and negotiations and broader Common Agenda report implementation. - Coordinates, organizes and supervises inputs towards the preparation and coordination of briefing notes, talking points, analytical briefs, background papers, summaries, and other materials for the Secretary-General, Deputy-Secretary/ Under-Secretary-General and the Common Agenda team, including the planned Summit of the Future policy briefs. - Provide policy guidance and support for the EOSG’s engagement with Member States and various global stakeholders concerning the Common Agenda follow-up, including informal and formal consultations in preparation for the Summit of the Future in 2024. - Leads the planning and organizing of Common Agenda meetings, retreats, dialogues, workshops and consultation on the implementation of key recommendations in the report, including preparing substantive background materials, meeting summaries, and supporting logistics and communications arrangements. - Represents the Common Agenda team when appropriate at meetings, round tables, seminars and conferences and participants in regular EOSG meetings with focal points from various units. - Supports the work of the team on fund-raising and administration as appropriate. - Performs other duties as required.

Considers positive and negative impacts of decisions prior to making them. Takes decisions with an eye to the impact on others and on the Organization. Determines that the actions proposed will satisfy the expressed and underlying needs for the decision. Makes tough decisions when necessary.

Education Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, international economics, law, public administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

At least three years of experience in political analysis, as well as advising senior officials at the international level is required.

Experience in intergovernmental negotiations is required.

Experience in facilitating and coordinating multi-stakeholder processes is desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is temporarily available for six months with a possibility of extension, subject to availability of funds.
