Org. Setting and Reporting This position is located in the Division of Administration at United Nations Office in Geneva. The Senior Programme Officer reports to the Director of Administration and the Director of the Division of Conference Management and will work closely with Chiefs and Heads of administration and programme in the UNOG client Offices.

Responsibilities Within delegated authority, the Senior Programme Officer will be responsible for leading and coordinating work of UNOG/Geneva based entities related to inter-departmental projects and initiatives. The scope of projects includes Conference and Event Management (CEM) applications, Mandate Review and Management (MRMS) applications and processes related to budget estimates for new mandates, and potential expansion of MRMS to other Human Rights Council (HRC) mechanisms and processes. The Senior Programme Officer will be responsible for the following duties: - Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. - Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including policies, programmes, or applications in all areas and at all levels. - Directs research and programme evaluation and presents information gathered from diverse sources. - Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, - Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. - Coordinates preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. - Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. - Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. - May perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Certification in an established project management methodology is desirable.

Work Experience A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in leading or coordinating the design and/or implementation of enterprise wide and intra departmental projects in the UN is required.

Experience supporting executive leadership in international organizations is required.

Experience with conference and event management systems and processes is desirable.

Experience with the UN intergovernmental processes including budget process in relation to new mandates is desirable.

Design experience with the UN enterprise systems Umoja and Inspira is desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English or French is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
