Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP is an Accredited Entity of the Green Climate Fund (GCF). Established by the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in 2010, the GCF invests in transformational projects that build low-emission and climate-resilient economies in developing countries. UNEP’s partnership with the GCF will contribute towards two fundamental environmental objectives: to assist developing countries to adapt to the changing climate and develop along a low emission pathway, and to build the capacity of developing countries to design, implement and finance transformative sustainable development strategies and programmes for themselves.

The position is located in the Corporate Services Division (CSD) at the Nairobi duty station. The Senior Programme Officer will assist the Head of the Partnerships and Resource Mobilisation Branch, Corporate Services Division, with key functions in coordinating UNEP’s engagement with the Green Climate Fund.

Under the overall supervision of the Head of the Partnerships and Resource Mobilisation Branch, CSD, within delegated authority, the Senior Programme Officer will be responsible for the following duties:

Responsibilities 1. Takes the lead in preparing and implementing the internal strategy and work plan for UNEP’s engagement with the Green Climate Fund, in consultation with the UN Environment Green Climate Fund coordination team. 2. Monitor UNEP’s portfolio with the Green Climate Fund and ensure harmonisation of proposals to the GCF with the work plan and strategy, and identify trends, patterns and early warning of issues related to the portfolio size, shape and relevance. Guide UNEP staff in ensuring quality of their projects, and in ensuring that these proposals meet focal area strategy targets. 3. Lead the UNEP Green Climate Fund Coordination Team to coordinate and maximize the impact of UNEP’s work with the GCF. Lead and coordinate UNEP’s outreach to GCF, particularly the corporate-level support UNEP provides to GCF. 4. Ensure divisions and offices enhance the quality of projects developed. Chair Project Review Committees and Concept Review Committees for GCF proposals and ensure all project review criteria have been addressed. 5. Continue to implement a comprehensive monitoring system for all GCF projects in UNEP, including coordinating responses to the GCF Secretariat. Coordinate the preparation of regular reports. Respond to requests for information from UNEP divisions and offices. Liaise with the UNEP Evaluation Office on all matters related to independent evaluations of GCF projects. Co-ordinate UNEP input to GCF evaluations and contribute to the preparation of the Management Response. 6. Takes the lead enhancing and managing the project-at risk system, and the enterprise risk management system. Work with UNEP Evaluation Office and the Programme Policy Division to improve monitoring and evaluation in Green Climate Fund projects. 7. Represent UNEP in the Green Climate Fund Board meetings and relevant meetings and workshops. Follow on the climate change finance matters under the UNFCCC process and attend the UNFCCC Conference of Parties (CoPs) and Subsidiary Bodies as well as its Standing Committee on Finance, which give the guidance to the GCF. 8. Perform other corporate tasks; Board document review and preparation of comments and briefings for Management. Provide input to UNEP and Green Climate Fund policy and information documents. Assist in providing training to UNEP staff on GCF matters 9. Perform other related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in environmental sciences, natural resources, economics or environmental management or a related field is required A first-level university degree in combination with two (2) additional years of work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten (10) years of progressively responsible experience in design or execution of Environmental projects and programmes is required.

A minimum of three (3) years of experience in leadership, supervision and management of teams is required.

Experience in climate change programing; portfolio development and management is desirable.

Experience with monitoring and evaluation, knowledge management, and risk assessment in an institutional context is desirable.

Experience in Green Climate Fund project formulation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
