Organizational Context:

The Job Profile for the Snr. Programme Associate at the G-7 level is to be used in a UNICEF office, in one of the programme sections.

This JP covers a broad range of functions, however, depending on the context, the incumbent may focus on all, some, or only one or two areas with great depth. In addition, there may be additional functions not mentioned in the JP. If this is the case, this can be made clear in work plans and/or individual performance plans.

Purpose of the Job:

Under the supervision and guidance of the Planning, Monitoring and Evaluation Specialist, the snr. programme associate supports the respective section (s) by carrying out a range of programme support functions to help develop, implement, and monitor their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

The Snr. Programme Associate works in close collaboration with a range of staff in the CO, external partners, and agency counterparts in support of programme design and delivery. S/He provides regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track.

How can you make a difference?

Key functions, accountabilities and related duties/tasks:

• Track programme budgets, utilization, generate reports, analyse, and share management indicator reports (including office scorecards) for reviews

• Deploy applicable tools for budget monitoring, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.

• Helping prepare periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.

• Works in collaboration with the budget owners to ensure the overall compliance with donor and grants conditions when allocating and re-phasing funds.

• Support the capacity development of programme staff to improve the budget monitoring and implementation and financial reports, etc.

• Manage and monitor the implementation of payroll funds analysis, activities, andcost distribution for the country office.

• Maintain the record keeping of allocations forms; ensures the filing of and access to all the financial and budget related files on proposals and donor reports, etc.

• Supporting the programme section in researching, compiling, and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.

• Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary.

• Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.

• Support organizing field monitoring, end user monitoring of supplies and programmatic visit

• Support follow up on monitoring and quality assurance action points and their closure

• Support organizing and preparing for programme review and management meetings

• Prepare programme/project progress/final reports including, indicator and narrative reporting and financial reports

• Administrative support to audits and evaluations and follow up on management responses

• Facilitating the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it.

• Support routine monitoring of PCAs and their corresponding programme documents

• Support implementation of HACT workplan in consultation with Deputy Representative for Operations and Finance Officer.

• Support conducting due diligence for the current and the potential partnerships

• Support units with adopting the system requirements for budget planning and work planning

• Coordinate and support rollout of new organizational procedures related to planning and migration to new practices

• Provide management with compliance reports

• Ensuring the timely and accurate recording and administrative processing of

proposals and reports

• Carrying out transactions in VISION pertaining to grants and programme related items for his/her section including but not limited to registering grant allotments and tracking expiring programme grants.

• Ensure timely allocation to respective programmes of new grants.

• Monitor grants expiry dates, open commitments and DCTs charged to them with the objective of ensuring that all funds are fully utilized prior to grant expiry dates.

• Monitor donor report schedules and provide quality assurance of financial information indicated in outgoing documents including donor reports and rolling work plans.

• Add information regarding grants received from public sector donors in UNISON

• Liaise with donor focal points on fundraising and reporting requirements

• Support organizing events related to fundraising, programme planning, implementation, and reporting

Impact of Results:

S/He is accountable for the full spectrum of administrative and project/programme support activities. The key results have an impact on the overall performance of the country office and success in the implementation of project/programme activities. Accurate programme monitoring and recommendations, data entry and presentation of information ensure proper programme decision-making.

Education:

Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.

A university degree in social sciences, business administration and other relevant fields or study is desirable

Experience:

• A minimum of seven years of administrative or clerical work experience is required.

• Experience in programme support functions is an asset.

• Experience in budget planning, allocation and reporting is an asset.

• Experience in grant administration is desirable

• Relevant experience in a UN system agency or organization is considered as an asset.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

• In-depth knowledge of the administration which underpins UNICEF country office programme/project operations, including monitoring and evaluation processes.

• Strong organizational, planning, and prioritizing skills and abilities.
