ORGANIZATIONAL CONTEXT

The conflict in the northern province of Cabo Delgado has intensified over the past year, with the highest spike in armed conflict events since the start of the conflict in 2017. Continued targeting of civilians by non-state armed groups and compounding climatic shocks create the need to continue providing targeted aid to beneficiaries. The situation has been especially fluid in recent weeks, especially in light of military operations undertaken by Mozambique Armed Defense Forces (FADM) and Rwanda Special Forces, as well as the deployment of an SADC contingent and further EU and US training and intelligence support. An urgent scale-up in humanitarian assistance to provide lifesaving support and avert widespread Emergency (IPC Phase 4) outcomes is needed. Support is also needed to address underlying grievances and the roots of the conflict.

Norther Mozambique now hosts one of the fastest growing displacement crises in the world. The number of people internally displaced in Cabo Delgado increased from 172,000 in April 2020 to over 732,000 people by May 2021 according to IOM’s Displacement Tracking Matrix (DTM). In Cabo Delgado, nearly 1 in every 3 people are now internally displaced and many have had to flee multiple times. 1.3 million people in the three northern districts are estimated to be in need of humanitarian assistance in 2021. Repeated displacement and the consequent destruction of people’s livelihoods are exhausting families’ already scarce resources and causing food insecurity and malnutrition to rise. In the three northern provinces, more than 900,000 people are severely food insecure, and a recent analysis highlighted the impact of the crisis on both displaced people and host communities.

JOB PURPOSE

WFP is assisting over 940,000 people, delivering food assistance through both in-kind and cash based transfer modalities in emergency and working with communities to improve nutrition and build resilience. To be effective in its mandate WFP seeks to “establish beneficiary targeting based on vulnerabilities as one of the core activities of WFP’s operations” noting that the organizational capacity in terms of targeting and prioritization requires strengthening. COVID-19 has also increased the demand for guidance and support on targeting and prioritization, including in urban spaces where WFP is increasingly operating.

The strengthening of beneficiary targeting will be led by the FO with support from the CO to recognize the cross-functional nature of targeting, enhancing targeting capacities while driving the innovation of tools and approaches to enhance needs assessments, targeting, programme design, identification and selection of beneficiaries and verification, including in the urban space. The role implies providing technical and analytical support to the Field Office to implement targeting and prioritization activities and facilitating robust internal and external collaboration with all relevant stakeholders. The implementation of targeting and prioritization activities covers not only the design and roll-out of activities, but also the monitoring, verification and systematization of lessons learned.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in social science, statistics, geography, economics or related field. Advance University degree is an advantage; Experience: At least 5 years mixed experience in conducting assessments, analysis, targeting, monitoring as well as programme implementation in humanitarian and development contexts;

Languages: Strong written and oral English and Portuguese skills (proficiency/level C), required

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines. 2. Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures. 3. Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control. 4. Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders. 5. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities. 6. Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance. 7. Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area. 8. Act as an escalation point for complex query resolution on all matters within the area of responsibility. 9. Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines. 10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

KNOWLEDGE & SKILLS

  • Hands on experience in programme design and/or implementation including application of targeting criteria;
  • Hands-on experience in data analysis to inform humanitarian/development programme design, including targeting;
  • Strong skills in conducting quantitative analysis using statistical software (e.g., SPSS, STATA or R);
  • Strong skills in conducting and overseeing participatory qualitative data collection, including through Focus Group Discussions, Key Informant Interviews etc. Protection and conflict analysis experience is an advantage;
  • Experience working in diverse, dynamic and innovative teams
  • Ability to work independently, interacting with technical and non-technical internal and external stakeholders including decision-makers;
  • Willingness to travel to hardship duty stations;

DELIVERABLES AT THE END OF THE CONTRACT

Under direct supervision of the Head of Field Office with technical support from Head VAM, the Senior Programme Associare (VAM) will have the following tasks:

  • Provide technical and analytical support to the Field office to inform targeting and prioritization decisions, including establishing the number of people in need and targeted, formulating targeting criteria and evaluating the pros and cons of different targeting options in line with corporate guidance, in collaboration with all relevant internal and external stakeholders.
  • Provide guidance and support to the FO in a way that recognizes and nurtures the collaborative engagement between programme and VAM colleagues.
  • Support and lead the coordination and implementation of assessment activities needed to inform vulnerability analysis as well as targeting needs and design.
  • Support the Field Office to design integrated targeting strategies covering the entire Country Strategic Plans Portfolios, including general food assistance, livelihood, resilience-building, nutrition, and school-feeding programmes based on the existing best practices.
  • In close collaboration with the CO M&E and VAM colleagues, support Country Offices with setting-up structures and systems to monitor targeting processes and outcomes, including whether selected beneficiaries align with eligibility criteria, vulnerable groups excluded from selection, proportion of people in need covered by assistance, transfer values provided, and the outcomes on assisted and non-assisted populations.
  • Support the Field office with the development of appropriate beneficiary selection procedures in collaboration with programme activity.
  • Engage with relevant gender and protection focal points to ensure that targeting processes are inclusive, fair and communicated in a transparent way to affected populations.
  • Participate in cross-functional country support missions to review and validate targeting strategies and approaches, and support Country Offices to improve documentation;
  • Support the development of learning materials and roll-out of trainings related to targeting in COs throughout the region;
  • Document lessons learned/best practices and actively contribute to new and refined existing guidance, tools and learning materials based on country-level and regional experiences;
  • Any other related tasks as agreed with the supervisor and project team.
