ORGANIZATIONAL CONTEXT

These jobs at the Country Offices (COs). The job holders typically report to a VAM Officer. At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the heads of RAM and VAM in setting up a food security surveillance system such as the m VAM and Food Security Monitoring System (FSMS);
  2. Participate in food security and vulnerability assessments by supporting the preparation of questionnaires, data collection, data analysis using SPSS, STATA or R and drafting of reports/bulletins;
  3. Provide technical support to both WFP staff and government counterparts to strengthen capacities of the government in vulnerability assessments, food security and nutrition assessments to effectively inform preparedness and response activities;
  4. Support the development of systems and tools for the monitoring and assessment of food security and nutrition needs in line with innovative methodologies and best practice and to ensure such work are timely and responsive to programmatic needs and adjustments;

Broad Knowledge of Specialized Areas Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/Government Understands and applies basic principles of engagement with government counterparts at the national or local level.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in economics, agriculture, social sciences, development studies, geography, statistics, or related degrees.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

  • Demonstrated proficiency in the use of statistical tools and methods;
  • GIS skills will be an added advantage;
  • Developed practical expertise in analysis and mapping by participating in multiple assessments.
  • Excellent communication (written and oral) and interpersonal skills;
  • Capacity to work simultaneously on several projects and multitasking abilities;
  • Ability to work with people of different national and cultural backgrounds.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 7 years of work experience and 2 years' experience in data analysis;
  • Experience in data analysis using statistical software such as SPSS, STATA and R;
  • Experience interacting with partners and other stakeholders;
