ORGANIZATIONAL CONTEXT

The United Nations World Food Programme is the world’s largest humanitarian organization that is committed to saving lives in emergencies and changing lives through sustainable development. WFP is working with 83 countries around the world, supporting governments in their efforts to reach the targets under Sustainable Development Goal 2 – improving access to food, ending all forms of malnutrition, improving incomes, and promoting sustainable agriculture. In India WFP has been closely working with the Government of India and the state Government of Odisha since 1963. Since 2012, WFP has been providing technical assistance and capacity development to Food Supplies and Consumer Welfare, School & Mass Education, and Planning and Convergence Departments to ensure improved access food through transformation of TPDS, access to nutritious food through food fortification, and analysis of food and nutrition security scenario respectively. More recently, WFP is working on building resilience and climate adaptation capacities among vulnerable communities. In line with its global commitment towards enhancing the inclusion of marginalized groups in food and nutrition programmes, WFP is also supporting the Government of Odisha in enhancing the access to food and nutrition among the state’s tribal groups, that comprise 23 percent of the total population. WFP is undertaking a food security and vulnerability assessment of tribal populations in Odisha in collaboration with the ST & ST Development, Minorities and Backward Class Welfare Department and the Scheduled Castes and Scheduled Tribes Research and Training Institute (SCSTRTI) of the Government of Odisha. WFP is also embarking on work to improve access to government social protection schemes and enhance the resilience of tribal communities to climate related events, in line with the the Government of Odisha’s focus on ‘leave no one behind’.

JOB PURPOSE AND KEY ACCOUNTABILITIES

JOB PURPOSE

The position will be based at Bhubaneswar, Odisha, in the WFP Sub Office, and will work under the direct supervision of the Head of the Odisha Sub Office. She/he will coordinate with other colleagues in the Country Office and Government Departments for technical guidance for different pieces of work under the tribal portfolio and for administrative and other issues as required. She/he will complete the assigned tasks in consultation with the supervisor and will be required to liaise with colleagues in other units on a regular basis, and other external partners as required. Internal travel will also be required.

KEY ACCOUNTABILITIES

Under the direct supervision of the Head, Odisha Sub Office, the position will be responsible to perform the following duties:

1. Provide research and coordination support to the Odisha tribal study • Conduct a literature review and prepare background notes for the study • Collate and summarize any secondary data available at the national and state level with respect to the tribal population of Odisha. • Support in designing tools and planning field data collection. • Coordinate and monitor the field data collection by the agency. • Support in analysis and report writing as required. • Support the Sub Office in liaison with the SC/ST department and STSCRTI to coordinate activities, obtain feedback, review progress and disseminate findings.

2. Provide programme coordination and technical support to projects related to food security, nutrition, livelihoods and climate adaptation of tribal communities • Identify programmatic opportunities to empower the tribal population through community level approaches. • Support capacity strengthening activities with communities and partners, including trainings, behaviour change communication and assessments, that may be part of the programme. • Support engagement and coordination with partners, provide day to day coordination and implementation support and participate in field-based monitoring as required.

3. Support M&E, reporting, analysis, information, and communication • Build and maintain a database related to tribal development projects • Prepare and share progress reports, analytical notes and updates on issues related to food security and nutrition of tribal populations and WFP’s work on tribal populations in Odisha. • Prepare articles, briefs or other communication material based on WFP’s work on tribal populations in Odisha and support its dissemination through various communication media.

4. Other responsibilities • Support the development of funding proposals as well as identifying sources of funding for WPF’s work to support tribal populations. • Participate in external partner meetings on tribal issues, as required, and support in related activities. • Maintain proper documentation of meetings, workshops, and consultations • Support in any other tasks assigned by the Supervisor.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education: First University Degree in Social Science with additional years of related work experience and/or trainings/courses from an institute of repute in Anthropology, Tribal Studies, Development Studies and Rural Development would be acceptable.

Experience: At least seven years of progressively responsible professional experience working in tribal development, research, or livelihoods projects, particularly in Odisha.

Competencies & Skills: The post holder should have strong technical, analytical, research and programmatic skills; well versed with participatory approaches, ability to coordinate activities and conceptualize, design and execute action plans. Demonstrate passion and motivation with the ability to manage complexities, multiple tasks with commitment to deliver against multiple, often tight, deadlines at work. Excellent team player with an ability to work collaboratively, share information and build strong working relationships with colleagues and stakeholders from diverse backgrounds while focusing on impact and results. Excellent oral and written communication skills, analytical, presentation and documentation skills. Maturity and presence required to effectively coordinate with partners and communicate with stakeholders.

Knowledge: Knowledge of the Indian Government bureaucracy, tribal development, and livelihood programs required.

Languages: Fluent oral and written communication skills in English. Working knowledge of Odia is preferred.

Mode of Engagement : The salary for this position is INR 1,181,902/- per annum (depending upon the last drawn remuneration of the candidate), plus medical benefits as per WFP's plan. All tax liability for payments from this contract are to be borne by the subscriber.
