ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

WFP is committed to ensuring that protection and accountability to affected populations is integrated in our humanitarian response interventions, in line with the Protection and accountability policy (2020). Furthermore, WFP is committed to ensuring that do no harm and humanitarian principles are always applied, particularly in the conflict response in the north of the country. On behalf of the Humanitarian Cluster Team (HCT), the World Food Programme (WFP) established an inter-agency tollfree hotline, Linha Verde da Resposta a Emergencia 1458, as part of the Cyclone Idai humanitarian response’s accountability to affected populations (AAP) which has been scaled up to cover humanitarian responses nationwide. In addition to the toll-free hotline managed from Maputo, WFP is committed to ensuring multiple communications channels for the affected populations and complaints boxes at food distribution sites as well as being linked to other community-based complaints mechanisms managed by humanitarian partners and is an important aspect of WFPs commitment to ensuring Accountability to Affected Populations (AAP). Additionally, WFP recognizes the importance of ensuring both strong communications to communities on the ongoing interventions and the rights of the affected populations to strengthen the response and better ensure the protection of the people WFP and cooperating partner’s support.

JOB PURPOSE

To facilitate the effective implementation of these commitments, WFP is seeking a Senior Programme Associate for protection and AAP in Cabo Delgado to manage the suggestion boxes with CPs, report and track issues raised through community-based CFMs (suggestion boxes and helpdesks) and follow up on issues raised through Linha Verde 1458 regarding WFPs interventions in Cabo Delgado. A strong focus should be placed on ensuring timely quality action on issues raised by the affected populations, working closely across WFP and cooperating partner (CP) teams, as well as identifying strategic approaches for prevention and mitigation, including programme adjustment and community engagement. Given the significant protection concerns in the escalating conflict situation in the province, it is important that the SPA engage in interventions with a strong understanding of doing no harm principles and engage closely with protection-mandated organizations to identify protection concerns and help determine a more holistic humanitarian response by WFP and partners in the north.

KEY ACCOUNTABILITIES (not all-inclusive)

1. The officer will be responsible for overseeing the allocation of suggestion boxes to distribution sites, working in close collaboration with Field Monitors and Cooperating Partners (CP), ensuring that boxes opened and issues addressed on a two-weekly basis to ensure timely feedback of any notes received via the boxes and helpdesks. 2. Acknowledge all issues raised and referred from Linha Verde 1458 through the online case handling platform - analyse and refer onwards to CPs and/ or identify actions were needed. 3. Undertake community engagement for follow up on sensitive cases ensuring confidential consultation with relevant stakeholders including the complainants/ victims, respecting their preferences, needs and privacy, producing timely reports with clear recommendations for concrete action. 4. Raise awareness of the CFM components among affected populations and response partners. 5. Attend coordination meetings and meetings with bilateral partners to ensure coordination of response to feedback and document action taken. Ensure CFM Manager is informed of updates to enable a relevant, effective Knowledge Management System (KMS). 6. Produce regular reports analyzing trends feeding up through food distribution help desks and complaints boxes. Proactively identify areas for improvement of the CFM itself or the IDP response based on information received, sharing with the Protection for higher level recommendations. 7. Maintain regular communication with Programme to ensure the development of mitigation and prevention measures while capturing programme adjustments. 8. Work with programmes to develop and maintain a strategy for communications with communities (CwCs) – including establishing key messaging and suggested approaches for delivering messages pertinent to the interventions and the wider context. 9. Share programme adjustments with the Linha Verde 1458 Manager to update in the Knowledge Management System (KMS) and adapt as relevant the CwCs so that all Linha Verde 1458 Operators have access to the latest, most accurate information. 10. Contribute to regular internal, CP and Government capacity building on CFMs, application of standard operating procedures (SOP) for safe and dignified distributions, data protection guidelines, PSEA and humanitarian principles. 11. Represent WFP at the sub-national protection working group in Pemba and collaborate with protection mandated organizations on better integrating and maintresming protection and AAP into the humanitarian response. 12. Maintain relationship with the National Institute for Disaster Management (INGC) and Ministry of Gender, Children and Social Action (MGCAS) – informing them of trends and sharing reports on a regular basis, and working directly with them on any issues reported regarding government services as part of the Idai response. 13. Ensure prompt referral of cases of sexual exploitation and abuse (SEA) to relevant Protection from Sexual Exploitation and Abuse (PSEA) focal points to ensure timely action and provide support on follow up as required under the supervision of the PSEA focal point. 14. Other duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of undergraduate university degree and/ or 7 years of professional experience in the area of humanitarian interventions, human rights, gender equality, and/ or protection. Language: Fluency in both oral and written communication in English, Portuguese and desirable spoken proficiency in relevant local languages: Makuwa, Kimwani, Makonde, Kiswahili.
