ABOUT WFP

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide, working in more than 80 countries. WFP is well known for its ability to deliver food assistance rapidly to people in need. The United Nations World Food Programme has also been awarded the 2020 Nobel Peace Prize.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

Since 1 July 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified four outcomes and five main activities:

  • Strategic outcome 1: Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency.
  • Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets.
  • Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets.
  • Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.

ORGANIZATIONAL CONTEXT

WFP is seeking qualified candidates for the position of Senior Programme Associate for Monitoring and Evaluation who will perform his/her duties under the direct supervision of the Head of Cotabato Sub Office with the overall guidance of the Head of Programme.

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Assist in developing monitoring and reporting tools for the overall tracking of the performance of the project in the Philippines. If possible, localize the forms to minimize wrong interpretation/translation of the questions and ensure that all necessary information to be collected are complete. 2. Support in the analysis in the data generated from the activity monitoring, distribution monitoring and post-distribution monitoring visits. 3. Assist in the creation of report on the analysis done on the monitoring data. 4. Keep track of progress made towards monitoring goals and quality of data collected. Arrange follow-up meetings with support staff to debrief performance and provide corrective supervision as needed. 5. Develop electronic version of monitoring forms to facilitate data capture. 6. Maintain and ensure monitoring data are updated, correct and verified. Follow up focal persons for the submission of necessary information. 7. Assist in organizing M&E-related surveys and evaluation missions and monitor the survey activities at field. 8. Assist in organizing M&E related capacity building training for the WFP field staff and implementing partners. 9. Check the implementation of monitoring plans/targets set for the year, report update, and make recommendation in case the accomplishment is lower than the set plan/target. 10. Support the preparation of the Standard Project Reports (SPRs) for the Annual Reporting Exercise in collaboration with the country office programme, both in Country Office and sub offices. 11. Support in handling the complaints and feedback mechanism ensuring that all issues are recorded, coordinated, and reported. Conduct follow through to ensure that all issues are solved/closed. 12. Undertake any other tasks assigned by the supervisors.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Social Science, Political Science, International Relations or related field, or First University degree with an additional relevant work experience and/or training/courses.

Experience: Minimum of seven years of progressively responsible experience of which at least one year closely related to programme functions.

Knowledge and Skills: Experienced in utilizing MS Office package and other software packages

Language: Excellent written and oral communications skills in both English and Filipino.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • University with Master’s degree in Social Science, Political Science, International Relations or related field.
  • Preferably five to seven years professional work experience in development issues in the Philippines, particularly in community-based disaster risk reduction field. Previous experience with NGOs or UN agencies in the country is essential, with demonstrated ability in partnership building.
