JOB PURPOSE

To support monitoring, accountability and learning through the multi-country strategic plan (MCSP).The WFP Pacific Multi-Country Office is seeking to recruit a Senior Programme Associate (M&E) to be based in the WFP Suva MCO. The position will sit within the Research, Assessment and Monitoring (RAM) team reporting directly to the Head of RAM.

KEY ACCOUNTABILITIES

  1. Act as a focal point for the implementation of the 5-year Monitoring and Evaluation (M&E) framework for WFP’s work in the Pacific; including meeting M&E corporate requirements and deadlines.
  2. Support in developing the annual M&E workplan with close consultations across units.
  3. Review, and update M&E processes and documents, including monitoring checklists, guidance and updates in consultation with line manager.
  4. Ensure data gathering and monitoring across all units are operating that ensure rigorous quality standards are maintained and incorporated into internal and external reporting products.
  5. Review and report on M&E related Key Performance Indicator (KPI) data at mid-year and end of the year;
  6. Enter outcome, output, gender and protection indicators upon request into the WFP corporate system/tools;
  7. Maintain and update on a continuous basis existing database and support the development of user-friendly tools;
  8. Provide M&E related input data to M&E reports, funding proposals and briefing documents.
  9. Support outsourced studies for WFP and partners including baseline surveys, mid-term reviews, and endline evaluations.
  10. Support data collection for surveys upon request, ensuring their quality meets established methodology and design.
  11. Support in engagement in discussions with internal counterparts and external partners on M&E data, including data collection, monitoring questions, research methodology and quality standards.
  12. Design and conduct training/refresher training for WFP staff and partners on M&E related tasks, including monitoring checklist questionnaires, country capacity strengthening metrics.
  13. Act as focal person for the design and implementation of complaints and feedback mechanisms developed by WFP or upon request of partners.
  14. Support recommendations on how M&E can contribute to organizational learning.
  15. Take responsibility for integrating protection and gender perspectives to ensure equal participation of women and men.
  16. Any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

At minimum completion of secondary school education. A post-secondary certificate or degree in the following fields: statistics, development economics, performance management, monitoring and evaluation or other related fields.

WORK EXPERIENCE

Relevant experience (7 years or more) in the field of work, especially in M&E, data management, reporting. Technical experience in food security, nutrition analysis and/or disaster risk management and experience with database management, evidence generation and/or reporting is preferable.

KEY COMPETENCIES

  • Knowledge of humanitarian and development working modalities preferable.
  • Behavioral competencies such as action management, client orientation, cognitive capacity, innovation, partnering and teamwork.
  • Has excellent written and oral communication and interpersonal skills, good drafting skills, and ability to work in a team.

LANGUAGE

  • Fluency in written and spoken English.
