ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. In India, World Food Programme (WFP) has been working since 1963, contributing to food and nutrition security of the people in general and vulnerable population and communities such as women and children, in particular. WFP’s work in India is fully focused on country capacity strengthening to support access to food and reducing malnutrition towards Sustainable Development Goal 2 (SDG) 2 on zero hunger, while also focusing on SDG 17 to support partnerships for the goals. WFP conducts innovative pilots to augment the food safety net programmes of India and generate credible evidences through monitoring and evaluation to help government take evidence-based scale-up decisions. WFP also conducts the food and nutrition security analysis using its Vulnerability Analysis and Mapping (VAM) tools and other research to fill the critical evidence gaps in the domain of food security and nutrition in India.

Evidence and Results Unit in India is responsible for the Strategic Outcome 3 Activity 3 and has specific responsibilities related to supporting the planning and review process, the monitoring and evaluation activities, undertaking and institutionalization of food security analyses as a part of VAM activities and conducting need based research to support advocacy.

WFP India Country Office is looking for a dynamic Senior Programme Associate with a strong expertise and experience in the field of Monitoring, Evaluation and Research to support its country strategic programme. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed.

JOB PURPOSE

Under the direct supervision of the Head, Evidence and Results Unit, the position is an integral part of the M&E/VAM Team and will be responsible for technical work and support the team in taking forward the M&E/VAM and research agenda through undertaking various monitoring and evaluation related activities, research studies and analytical work. He/she independently handles wide range of specialized programme, policy, research and analytical activities.

KEY RESPONSIBILITIES (not all-inclusive)

• Provide specialized expertise and contribute to the undertaking of various evaluation and operation research studies and results documentation within the ongoing projects of World Food Programme through designing and planning the study, finalization of data collection tools, undertaking training of enumerators, tabulation, analysis and report writing; • Provide efficient coordination and specialized research and analyses support to a range of specific and/or defined policy, programme and operational activities to ensure data inputs in development of policies, programme and activities, through literature review on food and nutrition security, public distribution schemes and analysis of secondary data including data/information flowing to/from various government portals on a periodic basis; • Foster relationships and support partnership building with local partners, NGOs, agencies, and government institutions to perform analyses and work on food security, nutrition and poverty sectors data. Effective coordination with various stakeholders including governments/departments and from the various line departments/ministries to prepare analytical papers and feedback; • Coordinate and liase with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of project activities. • Contribute to the completion of the M&E requirements of the Country Office and Headquarters by the preparation of accurate and timely variety of reports on programme and activities to enable informed decision making and consistency of information presented to stakeholders;. • Follow data and information gathering and monitoring systems ensuring that rigorous quality standards are maintained and information for secondary research, contributing to publications and conduct small scale research that creatively interprets and adds value to existing evidence; • Analyse information of secondary national data sources including NSSO, NFHS, CNNS and Census and prepare briefs, updates based on new research and findings for reference. • Support the capacity building of WFP staff, cooperating partners, and national government in the related field of activity by applying range of guidelines/practices. • Provide advice, guidance and training to ensure individual and team objectives are delivered to agreed standards and deadlines. • May act as technical focal points in the area of vulnerable assessment and analysis. • Contribute to organization of structured programme reviews (quarterly, bi-anuual and annual), preparation of annual plans and performance monitoring on ongoing basis. • Other duties as required

• Demonstrates excellent knowledge about food security and nutrition issues, and is familiar with government policies and data sets on food security nutrition. • Demonstrates ability to analyse, visualize and interpret data to contribute to technical programme design, implementation and monitoring. • Demonstrated ability to design and conduct surveys, preliminary scoping on upcoming research areas, to produce research material and organize technical consultations. • Capacity to communicate effectively orally and in written formats to a variety of audiences. • A natural discussion partner for both younger and more established academics • Works effectively and collaboratively in support of building a team-based culture of work;

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education: Completion of secondary school education. Graduation in Economics, Demography/Population Studies, Social Science or other field relevant to international development assistance is desirable.

Experience: Minimum seven or more years of progressively responsible work experience in the related stream in research environment relevant to the field of food security, nutrition, poverty, livelihood, health and related areas, including undertaking various monitoring and evaluation related activities, research studies and analytical work using modern analytical software such as R Studio, Python, Stata or SPSS. Experience in writing concept notes and proposals for research projects. Experience in providing inputs into designing studies and programmes, and has provided inputs for policy discussions.

Knowledge & Tools : High level of proficiency with MS office package. Knowledge of GIS tools such as QGIS, ArcGIS and data visualization tools such as Tableau is expected.

Language : Excellent oral and written communication skills in English. Working knowledge of Hindi is preferred.

Selected candidate will be employed on a Service Contract for one year which will be renewable based upon performance.
