You have:

  • University Degree in relevant field or High School Diploma with relevant experience.
  • Five years of relevant experience in a similar position.
  • Experience in working with international organizations and authorities.
  • Experience with MS Office software.
  • Fluency in Arabic required (oral and written).
  • Good interpersonal skills and ability to work in a multi-cultural environment.

Contract

This is a G-7 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 7 years of experience, depending on education. More about G-7 contracts.

Organizational Context and Scope

Under the general guidance of the Chief of Mission and the Programme Manager Immigration and Border Management (IBG), the Senior Programme Associate will be responsible to assist in implementation of SAR/IBG portfolio and related activities, especially regarding financial and procurement processes and commitments.

Qualifications

Required Qualifications and Experience

Education

  • University Degree in a relevant field such as international relations, political sciences, migration studies, finance, business administration with five years of relevant experience, or High School Diploma with seven years of relevant professional experience.

Experience

  • Relevant working experience in a similar position;
  • Experience in working with international organizations, non-governmental organizations as well as governmental and diplomatic authorities;
  • • Experience in the usage of office software packages (MS Word, Excel, etc.);
  • Previous working experience in another international organizations (IOM, UN, ICRC etc.) is an advantage;
  • Previous working experience with implementing and monitoring administrative procedures is an advantage.

Skills

  • Sound knowledge of financial and administrative management and effective resource management skills;
  • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, for this position, fluency in Arabic is required (oral and written).

Responsibilities

  1. Support the Programme Manager IBG in the establishment of coordination mechanisms with relevant national counterparts and organization of coordination meetings;

2. Provide informal translation of documents related to coordination of SAR/IBG activities, draft presentations, letters into English or Arabic, and support the organization of workshops and trainings as needed;

3. Plan, coordinate and conduct capacity building workshops for relevant internal and external parties both in Libya and Tunisia.

4. Support the Programme Manager in coordinating any administrative and financial processes and tasks as required, including preparing purchase requests, payment requests and invitation letters;

5. Establish a filing system, ensure the permanent update and accuracy of archives, coordinate closely with the Programme Manager and staff to ensure appropriate document processing and follow-up on pending documentation;

6. Coordinate and monitor the financial, administrative and technical aspects of project activities in line with IOM policies and donor requirements.

7. Serve as liaison support to track all relevant supporting documents submitted for approval of Logistics/Procurement Unit, Finance Unit;

8. Provide support to the Programme Manager in ensuring that IOM standards for procurement, logistics and financial procedures are duly applied.

9.Aanalyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.

10. Lead all the IBG related procurement action dedicated to support border management and cross border operations in line with IOM Libya’s IBG activities.

11. Perform other duties as may be assigned.
