Purpose for the job

Under the supervision of the Education Officer (Level 1), provide assessment to the Education Section regarding the efficient and strategic implementation of the Multiannual Programme: “Education Cannot Wait” (MYRP-ECW), contributing to the Ministry of Education (MINEDU) with specialized technical assistance and other educational actors to improve policy, activities and educational services offered to migrant children and adolescents and their families, in the framework of Unicef Cooperation Programme in Peru.

Key functions, accountabilities and related duties/tasks

  1. Support the processes of monitoring, follow-up of indicators, and budget review with education programs partners, teams in the field and with the UNICEF Monitoring and Evaluation team to report progress, signal alerts, and make corrections to efficiently and timely implement the CPD's education outcome.
  2. Support the UNICEF Education team for specialized technical assistance to MINEDU to generate or improve the necessary regulations for pertinent and equitable educational care for migrant children and adolescents and host communities.
  3. Technically assist teams from MINEDU, the Regional Directorate of Education of Metropolitan Lima (DRELM) or UGELs in prioritized areas to define and implement actions that favor the inclusion of migrant students, improving timely enrollment, preventing school dropout or encouraging school dropout. reintegration, as well as promoting inclusion and confronting discrimination or xenophobia.
  4. Coordinate the planning and implementation processes of the ECW Multi-Year Program activities, working closely with the technical coordinators of the partner organizations (subgrantees).
  5. Participate in the Technical Committee of the ECW Multi-year Program, ensuring the articulated implementation of the various components of the Program.
  6. Support in the process of selection and monitoring of the activities of the implementing partner / partners of the ECW Multi-Year Program in North Lima, under the direct responsibility of UNICEF.
  7. Participate in monitoring and advocacy spaces related to the care of migrant children and adolescents and with the implementation of the ECW Multi-Year Program, including the GTRM Education Subgroup and others.
  8. Coordinate with the UNICEF territorial team in North Lima for the implementation of the ECW Multi-year Program and its articulation with other key components of the work in the territory.
  9. Facilitate coordination with other UNICEF Areas for the alignment of approaches and components that facilitate articulated work.
  10. Other tasks assigned by the UNICEF Education Officer that are relevant as support to the implementation of the CPD's education outcome.

IMPACT OF RESULTS

The efficiency and efficacy of support provided by the Programme Associate (GS-7) to programme preparation, planning and implementation facilitates the delivery of concrete and sustainable results that directly impact the improvement of the education of the most marginalized and vulnerable children in the country. This in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to continue to provide programme services to protect the rights of children, and to promote greater social equality to enable them to survive, develop and reach their full potential in society.

RECRUITMENT QUALIFICATIONS

Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to Social sciences, Law, Economics, Psychology, Education with specialization in Project Management or Social Management.

Academic background on elimination of discrimination on grounds of race, ethnicity, indigenous populations, caste, sexual orientation or disability is considered as an asset.

Experience:

A minimum of seven years of professional experience in design and management of social and educational projects.

Previous relevant work experience in the UN System, or experience in human and children rights is an asset.

Experience working with minority groups, migrant children and adolescents, refugees, or with indigenous communities is an asset.

Experience working on issues related to anti-racism and discrimination on grounds of race, ethnicity, indigenous populations, sexual orientation or disability is an asset.

Language:

Fluency in Spanish and English are required.

Knowledge of a local language of the duty station (as quechua, aimara, and amazonic) is considered as an asset.
