A. BACKGROUND AND PURPOSE

WFP Gambia’s Country Strategic Plan (CSP) 2019-2021 aims to support the Government in reaching the National Development Plan (2017-2021)’s goals through investments in sectors relevant to Sustainable Development Goal 2. This CSP positions WFP as an enabler for the Government and combines direct implementation and capacity support in the enhancement of the national transition process. WFP support constitutes direct operational support, knowledge transfer and technical assistance and it contribute to WFP's Strategic Results 1, 2, 3 and 5 in line with the National Development Plan, the National Social Protection Policy and the United Nations development assistance framework for 2017–2021.

The CSP focuses on contingency plans for response to shocks (Strategic outcome 1); building the resilience of vulnerable populations through nutrition-sensitive and gender-responsive social safety nets for children in primary and early childhood education, pregnant and lactating women and girls, children under the age of 5 and livelihood support to smallholder farmers (Strategic outcomes 2, 3 and 4) and capacity strengthening to facilitate the alignment of national policies through an integrated approach to food and nutrition security that includes the school meals programme, nutrition interventions, social protection, disaster risk reduction and early-warning systems (Strategic outcome 5). Critical new focus areas will be support for development of a social protection system focused on mainstreaming the national school meals programme as a national safety net, food fortification and south south and triangular cooperation. The country office (CO) aims to streamline all planning and implementation processes to ensure alignment with corporate standards and procedures.

At this level, job holder is responsible for supporting technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. He will support a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holder demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations.

JOB PURPOSE: To provide effective coordination and nutrition programming support to a full range of policy and programme activities that effectively meet food and nutrition assistance needs.

DUTIES AND RESPONSIBILITIES:

Under the direct supervision of the Programme Policy Officer (Nutrition), the Senior Programme Associate shall perform the following duties:

1. Support the coordination and implementation of nutrition activities including food distributions for prevention and treatment of malnutrition.

2. Support capacity strengtheing of NGO partners and government counterparts in the areas of data collection and reporting, assessments, targeting, protections and gender.

3. Support design and implementation of Nutrition Education, Counselling and Social and Behavioural Change Communication Activities.

4. Contribute towards the development of nutrition and other programme actiivties including through the development of concept notes, project activity reports and forecasting of available resource to avoid pipeline breaks during implementation.

Coordinate with cooperating partners for the accurate timely submission of data for timely recording into COMET before the corporate deadlines.

6. Contribute to the preparation of accurate and timely reporting (through data analysis, consolidation) on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

7. Preparation and review of budgets received from cooperating partners to make sure it is in line with the project activities and also in accordance with the approve payment rates.

8. Participate in joint supervison visits with other stakeholders to monitor implementation of the nutrition activities at the regions and make recommendations for improvement.

9. Ensure tracking of commodity deliveries, stocks and their best before use dates to avoid losses including and enforcement of adherence to the feeding protocols at facility level;

10. Coordinate and liaise with internal counterparts for proper planning to enable effective collaboration, implementation and monitoring of ongoing project activities.

11. Support capacity building of programme colleagues in the use of corporate tools like WINGs, COMET, SCOPE and on the job training especially for new staff members.

12. Forster relationship and support partnership building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.

13. Manage a team of support staff providing advice, guidance and training, to ensure individual and team objectives are delivered to agree standards and deadlines.

14. Follow standard emergency preparedness to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crises.

15. Verify request for funds from partners, assist in the process of payments (WINGs) and make a follow up on retirements before any other payment requests.

16. Represent WFP in relevant forums related to nutrition and/or school feeding as delegated.

17. Act as an escalation point for complex nutrition related queries that may require management decisions.

18. Perform other related duties as may be required from time to time.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Language:

Working knowledge of the English language

Must have a minimum of 6 years work experience.
