ORGANIZATIONAL CONTEXT

Through the Country Strategic Plan 2019-23 (CSP), WFP Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national and subnational level. Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

The CSP aims to contribute to six Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). These are:

Strategic Outcome 1: Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025. Strategic Outcome 2: Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023. Strategic Outcome 3: National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025. Strategic Outcome 4: National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030. Strategic Outcome 5: Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year. Strategic Outcome 6: Vulnerable people affected by crisis in Cambodia have access to nutrition-sensitive food assistance during and after the crisis.To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs. Reporting Line:

Under the overall supervision of the Head of Programme, this position reports to the Programme Policy Officer – Nutrition (Head of Nutrition)

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the area of food security and nutrition, ensuring alignment with wider programme policies and guidelines.
  2. Provide efficient coordination and specialized project management support to activities within the area of food sedurity and nutriton to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Within the area of food security and nutrition, prepare a variety of elaborated reports and substantial data analysis (e.g. food fortification, nutrition governance, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  4. Lead and ensure accurate, timely recording of data within the specific technical area of food security and nutrition and consistency of information presented to stakeholders.
  5. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
  6. Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security and nutrition analyses and to ensure efficient delivery of technical assistance.
  7. Support the capacity building of WFP staff, cooperating partners and national government within the area of food security and nutrition.
  8. Act as an escalation point for complex query resolution on all matters within the area of responsibility.
  9. Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis

OTHER SPECIFIC JOB REQUIREMENTS

  1. Provide specialized support in the area of food security and nutrition and support programme innovation, including:
  • Interpreting contextual information on food security and nutrition issues and support the development of related analytical and knowledge products;
  • Facilitating, coordinating and contributing to food security and nutrition research conducted by the country office and/or external consultants;
  • Coordinating WFP’s inputs on food security and nutrition for government strategies, policies and action plans;
  • Providing inputs and guidance to relevant stakeholders across CSP Strategic Outcomes on food security and nutrition issues, including nutrition governance, rice fortification, and social and behaviour change communication (SBCC);
  • Keeping informed about new trends, statistics, lessons learned and the best practices on food security and nutrition;
  • Support to the development of WFP strategic plans and strategies in alignment with national priorities;
  1. Lead efforts to strengthen Government partnerships, coordination and capacity development activities, including:
  • Participation in and contributions to WFP’s participation in UN and national coordination platforms, workshops and other technical events related to food security and nutrition;
  • Ensuring timely techncial support to national priorities, including decentralization, standard development, and operationalization hereof;
  • Support efforts to enhance public-private partnerships through the Scaling Up Nutrition (SUN) Business Network, including initiatives around food fortification.
  1. Provide support to programme management, including:
  • Support to project financial management;
  • Support the design and monitoring of nutrition interventions;
  • Leading in organizing project planning and review missions, meetings and workshops.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate related to Food Security and Nutrition. Language: Fluency in both oral and written communication in English.
