ORGANIZATIONAL CONTEXT

Under direct supervision of Activity 1 Manager and overall management of SO 1 Manager, job holder is responsible for technical work including the planning, implementation, coordination, monitoring and reporting within an area of responsibility.

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide efficient support to the Activity Manager in reviewing field level agreement (FLA) proposals related to food transfer modality including beneficiaries, food and budget requirement;
  • Support Activity Manager for efficient coordination with Budget and Programming, Finance and Supply Chain for Activity 1 to ensure that the activities through food transfer modality are performed within the established targets following WFP’s policies and procedures;
  • Review FLA proposals of food transfer modality, prepare the FLA tracking and review monthly distribution plan for approval;
  • Review monthly food request (form H), consolidated distribution report (form B) and monthly distribution report (form D) for further approval;
  • Prepare and ensure accurate, timely recording of food assistance related for internal and external reporting;
  • Assist Activity Manager in pipeline management for food modality: monitor and review monthly plan vs actual distribution, recommend fund programming in coordination with Budget & Programming, Supply Chain and Field Offices;
  • Coordinate and liaise with other units such as Budget & Programming, Supply Chain and Finance related to food modality, monitor and review Food Transfer Cost (FTC) and Implementation Cost (IA) and support the Activity Manager in an overall analysis of Act 1 budget;
  • Provide efficient support in rapid situation monitoring, food distribution and monitoring of emergency response in coordination with VAM, M&E and Field Offices;
  • Assist in release of Service Entry Sheet (SES) for food distribution, Cooperating Partners’ fixed cost, delivery & distribution cost in WFP Financial Tracking System (WINGS) in coordination with Field Support and Finance Unit;
  • Other as required.

  • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
  • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • First University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences with additional years of related work experience and/or training/courses.

Language:

  • Fluency in both oral and written communication in English.

Desired experiences for entry into the role:

Preferable to have minimum seven years of working experience after completion of the first university degree with four years of professional experience in emergency response, food security and/ or implementation of program activities Additional experience in following functional capabilities is an advantage.
