ORGANIZATIONAL CONTEXT
WFP is implementing a humanitarian response through General Food Distribution in the areas of displacement, targeting more than 850,000 conflict-affected people across 11 districts alongside a Nutrition programme for children under 5 and pregnant and lactating women, a school feeding programme, and a Resilience and livelihoods programme. Following the presentation of the Government’s plan for resettlement of IDPs in the Province of Cabo Delgado, WFP has been asked by the provincial authorities to re-establish a food for assets (FFA) programme that would support the establishment of resettlement centers at the district level. In this context, two (2) Senior Programme Associates (Field Operations/Coordination Focal Point, Northern Zone) are essential to ensure the coordination of activities in the northern and southern districts of Cabo Delgado including supporting district authorities, strengthening field operations capacity, and promoting integration and mainstreaming of nutrition elements into WFP’s programme activities.
JOB PURPOSE
The Senior Programme Associates (Field Operations and Coordination, Northern Zone) will work closely with the Head of Programme (HOP), Beneficiary Identity Management (BIM) unit, Monitoring and Evaluation (M&E), the Operational Information Management Officer and the Protection Advisor in Pemba, as well as the Head of Area Office, will also work closely with key programme staff and cooperating partners at the district level.
To respond to the growing needs of populations displaced by insecurity and violence in Cabo Delgado, as well as the needs of host communities, WFP has increased its operations and footprint in the province, with the establishment of an Area-office currently composed of 84 staff, including field monitors based in the districts.
KEY ACCOUNTABILITIES (not all-inclusive)
In coordination with the HOP, logistics team, M&E, and the field security team, strengthen the coordination at the district and sub-district level with local authorities and Cooperating Partners (CPs) to ensure the efficient implementation of activities and operational information flow;
- Support and strengthen the operational structure, including training of national personnel, to ensure the necessary operational capacity for the implementation of the WFP’s IDP response programme;
- Engage with stakeholders, develop and maintain partnerships that support efficient programme implementation that deploys a wide range of transfer modalities with guidance and support from the HoP;
- Work closely with the CPs under the guidance of BIM and Protection units to ensure all targeted beneficiaries for assistance are verified and validated by the CP and approved by the local authorities based on recommended standards;
- Oversee the logistical and operational actions at the field level required for the smooth and efficient implementation of activities;
- Work closely with the HOP to provide inputs for Situation Reports, talking points, press releases, and other communication and visibility materials;
- Support the HOP in the coordination and liaison with NGOs and government partners at the appropriate level to ensure the best planning and implementation of resilience, emergency response, and early recovery activities, particularly for IDPs and host families in Cabo Delgado;
- Ensure submitted distribution reports and invoices are properly reviewed and make all necessary corrections before sharing with other colleagues for verification and onward action;
- Participate in WFP or UN interagency field assessments in the province to evaluate the relief requirements in different fields of the food security sector;
- Supervise and conduct an appraisal of staff under supervision;
- Undertake or contribute to other activities as directed by the Head of Sub-Office.
STANDARD MINIMUM QUALIFICATIONS
Education: University degree in one of the following disciplines: political sciences, international development, international relations, or another related field such as health, nutrition, and social sciences.
Experience: At least 6 years of progressively responsible professional experience in humanitarian and development organizations, with at least 3 years of field experience dealing with emergency coordination, field programmes, nutrition, livelihoods, and/or school feeding.
- Experience working in conflict, post-conflict, or sudden-onset emergencies is required.
- Experience with WFP and/or the UN system is desirable.
Language: Fluency in Portuguese (Level C) and Working Knowledge of English (Level B) is required. Knowledge of local languages (Swahili, Macua, Mwani) is a strong asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Good knowledge of emergency responses, and humanitarian/development assistance, particularly food security, health, and nutrition programs. Knowledge of Cash-Based Transfers modalities would be an asset.
- Strong writing and communication skills. Proven ability to produce outputs independently and under tight deadlines. Knowledge of UN system policies and functions and procedures of emergency response agencies is an asset.
- Flexibility to travel on short notice and in challenging and difficult environments.
