Organizational Setting

The Subregional Office for Gulf Cooperation Council States and Yemen (SNG) and the Abu Dhabi and Food Safety Authority (ADAFSA) are implementing a 24-month project for the formulation of a Master Plan for Sustainable Agriculture in the Emirate of Abu Dhabi Emirate, United Arab Emirates (UAE). The specific outcome of the project is to equip ADAFSA with a comprehensive planning and monitoring tool and a roadmap for the sustainable development of diversified and integrated agricultural production system in the three regions of Abu Dhabi Emirate (Al Ain, Al Dhafra and Abu Dhabi). The project will support the rollout of related investment programmes. By assisting ADAFSA to develop a Master Plan for the agricultural sector, the project contributes to the UAE's National Food Security Strategy 2051, approved by the Council of Ministers in November 2018. The Strategy lays the foundations to transform the food and agriculture sectors in the country. The assignment of the Senior Programme Assistant is located in Abu Dhabi, UAE. No international benefits will be payable as the incumbent is recruited locally and paid in the local currency.

Reporting Lines

The Senior Programme Assistant works under the overall supervision of the FAO Subregional Coordinator of SNG. He/She reports to and works under the direct supervision and guidance of the Project Manager/Chief Technical Advisor. He/she acts independently in programme routine matters. The supervision is focused on the quality of the work performed and provides for on-the-job learning.

Technical Focus

The Senior Programme Assistant performs a wide range of routine tasks in relation to the project GCP/UAE/013/AFS “Master Plan for Sustainable Agriculture in the Abu Dhabi Emirate” implementation and functions in support of the delivery of the project activities and outputs.

Tasks and responsibilities

• Support in the collection and preparation of data and background information in areas of the project activities; assist in the review and editing of information in the appropriate format; • Assist and participate in the preparation and conduction of thematic studies by collecting data from primary and secondary sources; contribute to data analysis for the studies; • Prepare supporting documentation for concept notes, briefs and other document formulation in close coordination with the Project/Manager Chief Technical Advisor and the Project support team and consultants; • Make arrangements for meetings, seminars, workshops and other events: implement logistics, draft correspondence, compile and distribute documents, make administrative arrangements; • Participate in the organization and preparation of field visits, technical consultations/workshops and special meetings, and take minutes and/or notes and monitors follow-up activities; • Draft informal translations and facilitate communication from English to Arabic and vice versa both verbally and in writing, on ad hoc bases, especially in preparation of key documents and messages and during key meetings as appropriate; • Participate in the project implementation and monitoring by contributing to the preparation of work plans and budget. • Assist and contribute to the preparation of background material, working papers and tables for briefings, review sessions, technical consultations and meetings; • Draft briefing materials and presentations for the Project Manager/Chief Technical Advisor and the Project support team; • Prepare correspondence to verify data, answer queries, and obtain additional information on operational matters, as required. Carry out other specific operational tasks for the project implementation as requested; • Maintain project activity calendar/schedules; monitor changes and communicate relevant information to the project support team; • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree (degree in agriculture sciences or related field of study is preferable). • Five years of relevant experience in management support work. • Working knowledge of both English and Arabic. • Nationality of UAE or resident in the country with a regular work permit.

Technical/Functional Skills

• Work experience in more than one location or area of work • Extent and relevance of experience in programmes/projects planning, implementation and monitoring experience, including analysing, processing and editing of information and data (relevant experience in food and agriculture development projects is preferable). • Extent and relevance of experience in administrative support functions including note taking and meeting arrangement • Excellent communications skill, both orally and in writing. Excellent reporting skill is required
