Org. Setting and Reporting This position is located in the Operational Training Section (OTS), Capacity Development and Operational Training Service (CDOTS), Department of Operational Support (DOS). The Senior Programme Analysis Assistant reports to the Training Officer (Team Leader) in charge. The focus of this position is support to the implementation, monitoring and evaluation of operational support capacity building, training and knowledge management programmes.

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions and regional commissions.

The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat. .

The Operational Training Section (OTS) is responsible for supporting clients in the design, development and delivery of operational support capacity development programmes in the areas of human resources, finance, supply chain management, healthcare management, occupational health and safety and ICT, including training programs and knowledge management. The Section is also responsible for the design, development and delivery of senior leadership governance and resource stewardship programs and operational support to the delegation of authority framework.

Responsibilities Within delegated authority and depending on location, the Senior Programme Analysis Assistant may be responsible for the following duties:

  • Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle for governance and resource stewardship, and operational support capacity development, programme/project initiatives, seeking guidance as needed.

  • Researches, compiles, analyses, summarizes, and presents basic information/data on selected aspects of governance and resource stewardship, operational support capacity development, operational training and knowledge management.programmes/projects and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties.

  • Works with funding agencies in arranging financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions.

  • Drafts programme/project budget and forecast; prepares monitoring checklists, identifying stages of programme/project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required.

  • Monitors budgetary commitments, including verification of charges and obligation documents in Umoja for all financial transactions; prepares periodic budget revisions and ensures appropriate resource allocations; reconciles accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager.

  • Contributes to the preparation of various writing outputs including newsletters on operational support capacity development and training programme/project-related activities; drafting inputs for a wide range of documents/reports, briefings/debriefings, analytical notes, correspondence, etc.

  • Contributes to preparation and administration of various survey initiatives, including review, analysis and interpretation of responses, identification of problems/issues and preparation of preliminary conclusions.

  • Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in programme/project evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference against programme/project objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel and consultants, travel arrangements, organization of and participation in various capacity building initiatives, authorization of payments, disbursement of funds, procurement of equipment and services, etc.

  • Contributes in the organization and conduct of training courses and workshops.

  • Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities.

  • Supervises office support staff, including distribution and review of work assignments, training, and inputs to performance evaluation.

  • Performs other duties as assigned.

Education High school diploma or equivalent is required.

Work Experience A minimum of ten years of experience in programme or project administration, operational support capacity development and training, knowledge management, technical cooperation or related area is required. Experience in organizing and conducting training courses and workshops is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice Appointment or assignment against this position is for an initial period of one year.

This post is financed by the Support Account for Peacekeeping Operations. The appointment or assignment and renewal there of are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
