Purpose of Job

Under the supervision and guidance of the Head of EPR Division, the Senior Program Officer for AVoHC Program Management shall, overall, provide technical and administrative oversight for implementation activities of AVoHC and coordinate with other units/divisions on AVoHC related activities.

Main Functions

  • Provide technical support in the preparation and implementation of programmes developed out of the Division’s strategic plan.
  • Ensure effective coordination and implementation at various levels.
  • Liaise with Member States, Regional Economic Communities (RECs), and other stakeholders on relevant matters.
  • Prepare and develop reports, budget and work programmes related to the functioning of the Division.
  • Provide technical support for the development of resource mobilization strategy with stakeholders coordination.
  • Manage and supervise employees under his/her supervision regarding organization and performance evaluation.
  • Conduct complex analysis and generate accurate reports in a timely manner for the Division and AU’s internal use.
  • Liaise with the various Departments/Units of the Commission for coordination and alignment purposes.
  • Prepare budgets for the Division in accordance with relevant frameworks. Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets as may be required.
  • Actively contribute in the development of strategies, policies, programmes and plans

Specific Responsibilities

  • Lead the AVoHC Emergency Response Team (ERT) recruitment process for all direct and indirect requests for support from Member States,
  • Support Member States, through Ministries and NPHIs, in responding to disease outbreak and other public health emergencies by supporting the coordination and deployment of rapid response teams
  • Organize, coordinate and lead the implementation of (AVoHC/ERT) capacity building trainings in Member States.
  • Develop and implement a capacity building plan for all AVoHC Members including AVoHC core management team
  • Organize, coordinate and lead conduct trainings in Member States on AVoHC Net platform
  • Conduct regular evaluations of staff performance and provide feedback to foster their professional development and improve the overall performance of the AVoHC management team.
  • Develop the drafts and ensure the final budget is ready by addressing all comments of concerned parties, and manage AVoHC’s annual budget following the AU and Africa CDC guidelines
  • Proactively work with partners to advance AVoHC’s mission and maintain healthy strategic partnerships.
  • Support EPR Division Head to advocate for the work AVoHC does
  • Develop drafts and final versions addressing all the comments by relevant parties of standard operations procedures and guidelines for effective implementation of AVoHC Program

Academic Requirements and Relevant Experience

  • Master’s degree in public health or a related field from an accredited academic institution with at least 7 years of relevant professional experience with demonstrated involvement in the successful development and management of emergency preparedness and response programs, out of which three (3) years should be at the supervisory level.

  • Bachelor’s degree in public health or a related field from an accredited academic institution with at least 10 years of relevant professional experience with demonstrated involvement in the successful development and management of emergency preparedness and response programs, out of which three (3) years should be at the supervisory level.

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 96,921.34 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 78,461.08 inclusive of all allowances for locally recruited staff of the African Union Commission.
