**OVERVIEW** ------------ Post Number : \[\[positionNumber\]\] Grade : Level 4 Parent Sector : Field Office Duty Station: Equatorial Guinea Job Family: Programme Coordination Type of contract : Non Staff Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 01-NOV-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- As part of the national capacity building, monitoring of national projects and programme activities as well as transfer of skills under the Cooperation Agreement signed in June 2018 between the Government of Equatorial Guinea and UNESCO, the Office UNESCO Multisectoral Regional for Central Africa will play the role of interface between the Regional Office and the Government, Agencies of the United Nations System (UNS), donors, various local partners, and will provide support to the National Commission of Equatorial Guinea for UNESCO. Under the General Authority and the direct supervision of the Director of the UNESCO Regional Office for Central Africa based in Yaounde, the incumbent is responsible for managing in collaboration with the Multisectoral Regional Office for Central Africa , the multidisciplinary programme of the Project Office and to provide intellectual, strategic and operational leadership in the planning and implementation of activities, responding to the priority needs of Equatorial Guinea in all areas of UNESCO's competence (education, science , culture, communication and information). This will also include the effective and efficient management of human resources, administration, and operations of the Project Office, in accordance with the policies and procedures of the Organization, including the application of effective internal controls. In addition, the incumbent will also participate, or ensure the participation of the Bureau, in all meetings and activities of the United Nations Country Team (UNCT) in Equatorial Guinea. To this end, the holder must: Long Description ---------------- - Manage and coordinate the execution of projects covered by the cooperation agreement between UNESCO and Equatorial Guinea; - Develop integrated operational work plans (annual and quarterly) based on the work plans of the various sectors / projects provided for under the Agreement; - Identify emerging needs and new niches for support by UNESCO; - Ensure the timely completion of quality reports on progress in the UNESCO reporting system (SISTER) - Ensure the timely submission of performance reports and information necessary to assess progress on the achievement of the objectives of various projects of the Agreement; - Carry out a permanent follow-up of the indicators established and approved in coordination with the concerned sector heads; - Support efforts aimed at the development of partnerships likely to facilitate the achievement of the objectives of various projects / programmes of the Agreement; - Participate in the mobilization of resources from technical and financial partners in order to strengthen and sustain UNESCO's actions in Equatorial Guinea. Long Description ---------------- **Skills and competencies** - Proven skills in management and strategic planning; - Ability to manage financial resources by exercising appropriate supervision and control; - Ability to dialogue with a wide range of partners; - Excellent sense of human relations and ability to lead and motivate multidisciplinary teams in a multicultural environment; - Ability to communicate effectively and convincingly, orally and in writing; - Have a good knowledge of bilateral and multilateral international organizations, in particular the United Nations system; - Proven computer knowledge of all Microsoft Office platforms, in addition to experience with online collaborative tools and social media optimization; - Very good knowledge of UNESCO's mandate. **Languages** - Very good mastery of Spanish; - Good knowledge of French or English (spoken and written).
