Org. Setting and Reporting Supervisor: The incumbent works independently. Work is reviewed by supervisor only for ensuring the attainment of its objectives and adherence to the Agency's rules and regulations. Supervisees: Procurement officers and contracts officers

Responsibilities- Plans, develops and manages implementation and compliance of the procurement functions and procedures; Support HFPLO in the finalization of the annual procurement plans for the field office. - Monitor procurement processes to identify savings. Identify supplies categories for consolidation and integrated tendering. Identify opportunities for joint tendering or piggybacking contracts with other agencies Record savings against every procurement transaction and report on the same on quarterly basis. Negotiate with suppliers for long term contracting. - Performs quality assurance functions in relation to all fields Procurement actions process and Procurement Cycle Management; - Is responsible for analyzing and evaluating procurement requisitions, identifies strategic procurement requests for prioritization and assigning to the teams required; plans time and coordinates resources to achieve targeted goals, approves procurement unit work plans and ensures work flow and achievement of results. ; - Oversees List of Requirement/List of Requirement Consolidated (LOR/LRC) submissions and coordinates with the HQ (Amman) on Local Procurement Authority (LPA) matters; - Oversees development and preparation of highly complex services and Goods contracts. Is responsible to HFPLO in ensuring posting of tenders on the United Nations Global Marketplace (UNGM) and UNRWA web sites. - Oversees and ensures timely preparations and submissions of procurement cases to the Local Committee for Procurement (LCP)/Advisory Committee for Procurement (ACP) for reviews and recommendations for subsequent approval by the awarding authorities; Acts as a sponsoring officer during the case submissions to advisory committees and awarding authorities in the absence of the HFPLO; - Contributes to development of procurement policies and Procedures. Develops standards and criteria for the evaluation of goods, services, supplier capacity in line with the UNRWA Procurement Manual and rules and regulations; - Represent the organization in the procurement working group meetings - Conduct regular Market research to keep abreast with prices changes and availability of the supplies in the market. Review global market trends of commodities and advise on their impacts on UNRWA procurement processes and activities. - Is responsible for immediate supervision of Procurement and Contracting teams; plans and allocates work assignments; coaches, mentors and evaluates staff performance; participates in recruitment and selection of new staff within the procurement units as well as in the development of procurement related training programmes; - Performs such other duties as may be assigned.

Special Notice Contract Status: - Fixed term Appointment for 3 years; including 1 year of probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need. Monthly basic salary: 972.20 USD SPOA : 25% of basic salary Grade: 17
