PROJECT OVERVIEW

The Resilient and Sustainable Systems for Health (RSSH) plays a strategic role in ending HIV, TB and malaria and in helping countries prevent, prepare for and respond to new pandemics like COVID-19 and future health threats. The GC7 and C-19RM grants for TB, HIV and RSSH project under GFATM grant in Liberia focus on strengthening health and supply chain management system. RSSH component aims to strengthen the technical capacity of the National AIDS Control Programs (NACP), National Leprosy and Tuberculosis Control Program (NLTCP), Supply Chain Management Unit (SCMU), and County Health Team to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across Liberia.

As the leader of the Procurement team, you will be responsible for efficiently organizing and coordinating their activities. This role presents an opportunity to enhance performance and expertise within the Country Office and GFATM Grant by strengthening internal controls, processes, capacity, and overall team performance. We are seeking someone with a strong analytical and problem-solving mindset to drive these improvements.

JOB SUMMARY

Reporting to Dy. Chief of Part – PSM dotted line to Supply Chain Manager the Sr. Procurement Manager – Non-Health Products Management will be technical focal point for all aspects related to the procurement of goods and services (NHP). Sr. Procurement Manager – Non-Health Products will work closely with the project team to strengthen the procurement and supply management.

RESPONSIBILITIES

Sr. Procurement Manager – Non-Health Products will be the focal person and provide procurement domain expertise for the smooth implementation of the GC7 and C19RM grants in Liberia. The Sr. Procurement Manager – Non-Health Products will work in close coordination with Plan Liberia, NACP, NLTCP and other programs under MOH to ensure that the project activities are executed on time and will be responsible for the following major activities:

  1. Responsible for procurement planning, development, and execution under GC7 and C19 RM, supporting all programs under MOH, and enforcing limited cash policy.
  2. Analyse the market for strategic sourcing of goods and services in accordance with donor rules, regulations, and Plan Global standards and policies.

Education and Experience:

  • University degree with a minimum of BAC+4, in Procurement and Supply chain management, Business management and administration or related field with at least 10 years of practical experience in similar position most of which should preferably be from within the humanitarian/NGO sector.
  • Strong desire to have CIPS Level 3-4 certification for this position
  • Experience in a similar environment with significant scale of country wide logistics and procurement management of goods and services
